Resumen
El Municipio de San Luis de Palenque, Casanare, fue fundado el 15 de Agosto de 1953, en la margen derecha del río Pauto, sobre un meandro, en el sitio conocido como Barrancopelao o Barrancón. Posteriormente se erigió en Municipio, mediante el Decreto 295 del 29 de Julio de 1954.
San Luis de Palenque, ha tenido y puede seguir teniendo varios baluartes en el sector deportivo que pueden hacer figurar de una mejor manera su nombre en el ámbito nacional e internacional, pero desafortunadamente no ha habido el suficiente apoyo por parte de las entidades gubernamentales, pero sobre todo no hay una organización capaz de promover, fortalecer y ofrecer la oportunidad de conllevar a estos jóvenes a un nivel más avanzado o de alto rendimiento. Por eso es de trascendental importancia para la región y para este municipio, buscar la oportunidad de ofrecer una organización empresarial, que promueva, que forme, que dirija y emprenda un camino y una estrategia que permita no solo la formación deportiva y recreativa sino un camino hacia lo más alto, que trascienda a un nivel tanto nacional como internacional.
Una institución deportiva que tenga como el objetivo de fomentar, masificar, divulgar, planear, coordinar, ejecutar, asesorar la práctica del deporte, la educación física, la recreación y el aprovechamiento del tiempo libre y la promoción a la educación formativa de la niñez y la juventud en todos los niveles y estamentos sociales del Municipio, en desarrollo del derecho de todas las personas a ejercitar vivencias, el libre acceso a una formación física y espiritual, así mismo, la implementación y fomento de la educación física orientada a contribuir a la formación integral de la persona en todas sus edades y facilitar el cumplimiento eficaz de sus obligaciones como miembro de la sociedad, además de garantizar una adecuada administración y conservación de los escenarios deportivos y recreativos.
En el municipio solo funciona EL INSTITUTO TE RECREACION Y DEPORTE DE SAN LUIS DE PALENQUE, INDERSAM. Esta es una institución del orden público que suple en cierta forma las necesidades de la población en cuanto a fomento y organización de eventos deportivos tanto del sector rural como urbano, pero que muy poco se interesa por la promoción y o la formación del deportista como tal. Por lo cual se hace necesario establecer o crear en la región una organización que se interese por formar al deportista integralmente: en todos sus niveles y categorías y fundamentalmente como persona promotora de la recreación, el deporte y la cultura en todas sus dimensiones.
Con una organización de este tipo se permitiría la formación de un deportista íntegro con capacidades excepcionales no solo en la técnica deportiva sino también en su función social como persona útil a la sociedad y a sus semejantes. Que desde temprana edad se interese y se implique en una modalidad deportiva que lo fundamente y lo pueda iniciar en un proceso continuo que de alguna manera le pueda llegar a permitir una representación semi o profesional o que lo pueda constituir en un baluarte para futuras generaciones, como ejemplo, como eje o como formador.
Abstract
The Municipality of San Luis de Palenque, Casanare, was founded on August 15, 1953, on the right bank of the Pauto river, on a meander, at the site known as Barrancopelao or Barrancón. Later it was erected as a Municipality, through Decree 295 of July 29, 1954. San Luis de Palenque, has had and may continue to have several strongholds in the sports sector that can better make its name appear in the national and international sphere. , but unfortunately there has not been enough support from government entities, but above all there is no organization capable of promoting, strengthening and offering the opportunity to bring these young people to a more advanced or high-performing level. That is why it is of transcendental importance for the region and for this municipality, to seek the opportunity to offer a business organization that promotes, trains, directs and undertakes a path and a strategy that allows not only sports and recreational training but a path towards the highest, which transcends both nationally and internationally. A sports institution with the objective of promoting, massifying, disseminating, planning, coordinating, executing, advising on the practice of sport, physical education, recreation and the use of free time and the promotion of formative education for children and youth at all levels and social levels of the Municipality, developing the right of all people to exercise experiences, free access to physical and spiritual training, likewise, the implementation and promotion of physical education aimed at contributing to the integral formation of the person at all ages and facilitating the effective fulfillment of their obligations as a member of society, in addition to guaranteeing adequate administration and conservation of the settings sports and recreational. Only the INSTITUTE TE RECREACION Y DEPORTE DE SAN LUIS DE PALENQUE, INDERSAM works in the municipality. This is a public order institution that in a certain way meets the needs of the population in terms of promoting and organizing sporting events in both the rural and urban sectors, but which is very little interested in promoting and training the athlete as such. For this reason, it is necessary to establish or create in the region an organization that is interested in training the athlete in its entirety: at all levels and categories and fundamentally as a person promoting recreation, sport and culture in all its dimensions. With such an organization, the training of an upright athlete with exceptional abilities not only in sports technique but also in his social role as a useful person to society and to his fellow man would be allowed. That from an early age you are interested and involved in a sports modality that founds it and can start it in a continuous process that in some way can allow you to represent semi or professionally or that can become a bulwark for future generations, as an example, as an axis or as a former.
