Abstract

The Municipality of San Luis de Palenque, Casanare, was founded on August 15, 1953, on the right bank of the Pauto river, on a meander, at the site known as Barrancopelao or Barrancón. Later it was erected as a Municipality, through Decree 295 of July 29, 1954. San Luis de Palenque, has had and may continue to have several strongholds in the sports sector that can better make its name appear in the national and international sphere. , but unfortunately there has not been enough support from government entities, but above all there is no organization capable of promoting, strengthening and offering the opportunity to bring these young people to a more advanced or high-performing level. That is why it is of transcendental importance for the region and for this municipality, to seek the opportunity to offer a business organization that promotes, trains, directs and undertakes a path and a strategy that allows not only sports and recreational training but a path towards the highest, which transcends both nationally and internationally. A sports institution with the objective of promoting, massifying, disseminating, planning, coordinating, executing, advising on the practice of sport, physical education, recreation and the use of free time and the promotion of formative education for children and youth at all levels and social levels of the Municipality, developing the right of all people to exercise experiences, free access to physical and spiritual training, likewise, the implementation and promotion of physical education aimed at contributing to the integral formation of the person at all ages and facilitating the effective fulfillment of their obligations as a member of society, in addition to guaranteeing adequate administration and conservation of the settings sports and recreational. Only the INSTITUTE TE RECREACION Y DEPORTE DE SAN LUIS DE PALENQUE, INDERSAM works in the municipality. This is a public order institution that in a certain way meets the needs of the population in terms of promoting and organizing sporting events in both the rural and urban sectors, but which is very little interested in promoting and training the athlete as such. For this reason, it is necessary to establish or create in the region an organization that is interested in training the athlete in its entirety: at all levels and categories and fundamentally as a person promoting recreation, sport and culture in all its dimensions. With such an organization, the training of an upright athlete with exceptional abilities not only in sports technique but also in his social role as a useful person to society and to his fellow man would be allowed. That from an early age you are interested and involved in a sports modality that founds it and can start it in a continuous process that in some way can allow you to represent semi or professionally or that can become a bulwark for future generations, as an example, as an axis or as a former.
