Abstract

This work presents the need to guide the territorial entity of the municipality of Oiba Santander, taking into account that it was one of the municipalities affected by the sanitary measure of closure of its slaughterhouse due to sanitary, technical and environmental non-compliance, a measure that was imposed by the Food and Drug Surveillance Institute (INVIMA) because it has not complied with the infrastructure and operational restructuring agreed through the gradual Plan, and to turn this need into a business opportunity for the company Proyects Company SAS. The impact on the population implies acquiring meat from distant municipalities such as Vélez or Villanueva, or simply carrying out clandestine slaughtering, thus aggravating the sanitary and safety chain. The unresolved situation has occurred due to lack of knowledge on the subject, lack of resources or because no viable alternatives have been proposed that would lead to the construction of a slaughterhouse that meets technical and legal conditions and in turn would solve the food security of the municipality of Oiba Santander. Therefore, the general objective is to "Plan the construction of a bovine slaughter plant adjusted to the legal norm, under the guidelines of the PMBOK guide, for the municipality of Oiba Santander" applying the methodological guide of good practices of the PBMBOK, this project plan will have as a result: Improve the development of the activities to be executed and obtain optimal results when building a Bovine Slaughter Plant that complies with the provisions of the law, which generates value to both the interested entrepreneur and the territorial entity in benefit of the opportunities and strengths, and eliminating threats and weaknesses.
