Resumen
El planteamiento del proyecto pretende abordar de manera progresiva el problema identificado en la Personería de Bogotá, D. C., que corresponde a la baja capacidad institucional para prestar un servicio conforme a las necesidades y requerimientos de la ciudadanía; debido a la insuficiente actualización de tecnologías de la información y comunicación (Tics), que soportan en gran medida la operación y gestión, así como el deterioro de las instalaciones, con espacios físicos de trabajo y atención inadecuados, que no cumplen con las condiciones óptimas de salud ocupaciones y accesibilidad para los ciudadanos. Adicionalmente, un alto porcentaje de los vehículos que hace parte del parque automotor, mediante el cual se realiza el desplazamiento de los funcionarios a los diferentes espacios y localidades de Distrito Capital, donde se desarrollan acciones en beneficio de la ciudadanía, han excedido tiempo de usabilidad, situación que ha generado incrementos representativos en los gastos de mantenimiento. En ese contexto, se determinó como objetivo general: “Formular un proyecto para la actualización de la infraestructura tecnológica, física y el parque automotor de la Personería de Bogotá, D. C., como parte del mejoramiento de capacidad institucional de la Entidad”, que impactara positivamente el desempeño institucional, en pro de garantizar la mayor calidad posible en prestación de los servicios brindados a la ciudadanía.
Abstract
The approach of the project aims to progressively address the problem identified in the Personería de Bogotá, D. C., which corresponds to the low institutional capacity to provide a service according to the needs and requirements of citizens; due to the insufficient updating of information and communication technologies Tics, which largely support the operation and management, as well as the deterioration of the facilities, with inadequate physical spaces for work and attention, which do not meet the optimal conditions of health, occupations and accessibility for citizens. Additionally, a high percentage of the vehicles that are part of the vehicle fleet, by means of which the officials travel to the different areas and localities of the Capital District, where actions are developed for the benefit of citizens, have exceeded the time of usability, a situation that has generated representative increases in maintenance costs. In this context, the general objective was determined as "To formulate a project for the updating of the technological and physical infrastructure and the vehicle fleet of the Personería de Bogotá, D. C., as part of the improvement of the institutional capacity of the Entity", which would positively impact the institutional performance, in order to guarantee the highest possible quality in the provision of services to the citizens.
