Resumen
La necesidad de integración de los sistemas de planeación y gestión se ha propuesto para las entidades del Estado, con el fin de armonizar y articular las diferentes estrategias, políticas y planes orientados al cumplimiento de la misión y de las prioridades de Gobierno. Ante este panorama, el Comando General de las Fuerzas Militares (COGFM), como entidad pública encargada de la planeación y dirección estratégica de las instituciones castrenses colombianas, se alinea para cumplir con las políticas públicas del Estado.
Para ello, el COGFM ha trabajado, desde el 2008, en la estructuración de un Sistema de Gestión Integrado (SGI). Para el COGFM es fundamental determinar cómo ha sido el avance de la integración y evaluar si la integración es real o sólo documental. Con lo anterior, surgen los interrogantes de la investigación: ¿Cuál es el nivel de madurez del Sistema de Gestión Integrado del Comando General de las Fuerzas Militares? Y ¿Qué estrategia de integración permite atender brechas del SGI para avanzar en el nivel de madurez y, así, este responda, aún más, a las necesidades y expectativas de sus clientes y a los objetivos organizacionales?
Por su parte, la revisión documental del estado del arte posibilita ratificar los aportes y la relevancia de esta investigación al incluir la aplicación de herramientas que midan el nivel de madurez del SGI del COGFM. Así, se sustenta la pertinencia del problema de investigación y se señalan acciones conducentes al mejoramiento de la integración y a la actualización de las políticas y los procesos de la entidad. Esta investigación se ubica en el paradigma pragmático, el diseño es cualitativo e interpretativo y se trabaja con una muestra intencional de datos para llegar a la interpretación del grado de madurez de la integración de los sistemas.
Para ello, se realiza un análisis del nivel de implementación de las Normas ISO 9001:2015, ISO 14001:2015, OHSAS 18001:2007 a la luz de los parámetros de madurez - UNE 66177: 2005 y requisitos para la integración de sistemas de gestión - PASS 99: 2012. Los resultados evidencian que el nivel de madurez fluctúa entre 2,0 (Nivel de madurez) y 4,0 (Percepción de auditores). Por ello, se proponen alternativas frente a la integración de las normas del SGI y la nueva Versión del MIPG, que conforman cursos de acción para mejorar el nivel de integración actual.
Abstract
The need for integration of planning and management systems has been proposed for State entities, in order to harmonize and articulate the different strategies, policies and plans aimed at fulfilling the mission and government priorities. Against this background, the General Command of the Military Forces (COGFM), as a public entity in charge of the planning and strategic direction of the Colombian military institutions, is aligned to comply with the public policies of the State.
For this, the COGFM has worked, since 2008, in the structuring of an Integrated Management System (SGI). For the COGFM, it is essential to determine how the progress of the integration has been and assess whether the integration is real or only documentary. With the above, the questions of the investigation arise: What is the level of maturity of the Integrated Management System of the General Command of the Military Forces? And what integration strategy can address the SGI gaps to advance in the level of maturity and, thus, respond even more to the needs and expectations of its customers and organizational objectives?
For its part, the documentary review of the state of the art makes it possible to ratify the contributions and the relevance of this research by including the application of tools that measure the level of maturity of the SGI of the COGFM. Thus, the pertinence of the research problem is sustained and actions are indicated that lead to the improvement of the integration and to the updating of the policies and processes of the entity. This research is located in the pragmatic paradigm, the design is qualitative and interpretive, and an intentional sample of data is used to arrive at the interpretation of the degree of maturity of the integration of the systems.
For this, an analysis of the level of implementation of ISO 9001: 2015, ISO 14001: 2015, OHSAS 18001: 2007 is made in light of the parameters of maturity - UNE 66177: 2005 and requirements for the integration of management systems - PASS 99: 2012. The results show that the level of maturity fluctuates between 2.0 (Maturity level) and 4.0 (Perception of auditors). For this reason, alternatives to the integration of SGI standards and the new version of MIPG are proposed, which form courses of action to improve the current level of integration.
