La apertura del comercio de la mano con la globalización han generado la promoción de espacios y mecanismos de cooperación y decisión colectiva, es por ello que este artículo toma como su objetivo principal determinar qué bloque económico (MERCOSUR; Alianza del Pacífico) es más apto para entablar una negociación comercial en el marco de la ASEAN. Este artículo pretende desarrollarse a partir de la metodología del análisis comparado con el fin de exponer una perspectiva general del escenario comercial actual, dicha perspectiva se dará partir del análisis de variables estandarizadas con el propósito de realizar una evaluación objetiva del estado y capacidad de adaptación de la Alianza del Pacífico y MERCOSUR frente a la ASEAN; la interpretación de datos cualitativos permitirán la realización de un esbozo de las oportunidades que posee cada bloque ante una futura negociación con Asía - Pacífico, brindando así mayor preponderancia al “Sur Global” dentro del comercio internacional. Es necesario resaltar que los tres actores presentes dentro del estudio interactúan dentro de un escenario caracterizado por el multilateralismo, en donde el desarrollo relativo de cada uno determina su capacidad de negociación, y su política comercial definirá la profundidad de inserción que se pueda llegar a ejercer. Teniendo en cuenta la naturaleza híbrida de Alianza del Pacífico, no es difícil proponer este organismo como aquel con la estrategia de ejercer una inserción efectiva frente al estilo asiático de integración. La flexibilidad de organismos como la ASEAN y la Alianza del Pacífico facilitan el fortalecimiento de acuerdos preferenciales entre países que poseen capacidades de menor desarrollo relativo, fortalecimiento entendido como el establecimiento de acuerdos con un enfoque diferencial acorde a sus respectivos formatos de negociación.
Abstract
The commencement of trade together with globalization have generated the promotion of spaces and mechanisms to strengthen the cooperation and collective decision-making, that’s why the main objective of this article is to determine which of the economic blocs (MERCOSUR; Pacific Alliance) is most suitable to institute trade negotiations within the framework of ASEAN. This article is thought-out from the methodology of comparative analysis lest to present a general perspective of the current trade scenario. This perspective will be sketched on the analysis of standardized variables in order to make an objective assessment of the status and adaptive capacity of the Pacific Alliance and MERCOSUR against to ASEAN; the interpretation of qualitative data will permits the outline of the opportunities that each bloc would have during future negotiations with Asia-Pacific, thus giving greater prominence to the "Global South" in the international trade. It should be stressed that the three actors exposed in the study interact within a scenario characterized by multilateralism, where the relative development of each one determines its negotiating competence and its trade policy, that will define its insertion’s depth. Considering the hybrid nature of the Pacific Alliance, it is not difficult to propose it as the one with the strategy to execute an effective insertion against the Asian way. The flexibility of the organizations such as ASEAN and the Pacific Alliance facilitates the strengthening of commercial agreements between countries of lesser relative development, a strengthening understood as the establishment of agreements with a differential focus in accordance with their respective negotiation formats.
