Resumen
La creciente demanda de vivienda ocasionada por el fenómeno de incremento poblacional en las grandes urbes, ha generado la expansión desmedida de estas, dando como resultado la creación de asentamientos ilegales que no gozan de reconocimiento de propiedad y un sinfín de prebendas de carácter legal, lo que repercute directamente en el bienestar de la población que habita en ellos, e imposibilita a las autoridades competentes a la hora de realizar intervenciones de inversión pública. El propósito del presente proyecto de investigación es emitir un concepto sobre la viabilidad de la legalización de dos asentamientos humanos en la ciudad de Villavicencio, que cuentan con una afectación por perfil vial proyectado, con el fin de apoyar el proceso de legalización que lleva a cabo la administración municipal para la elaboración del nuevo POT. De esta manera, se creó una metodología, donde se analizan los principales factores de impacto que tendrían lugar si se llevase a cabo la construcción de las vías proyectadas. El primer análisis es sobre la gestión predial que debe efectuarse por parte de la administración municipal en los predios que se encuentran sobre el trazado del perfil, teniendo en cuenta los costos de adquisición y las indemnizaciones que tengan lugar. El segundo análisis, alude a los impactos sociales que tendría la enajenación voluntaria de las propiedades de los habitantes en su vida, considerando factores como la edad, el nivel de educación y la presencia de condiciones especiales. Como ultimo análisis, se hace una evaluación técnica para determinar los problemas con el proceso constructivo de los perfiles.
Abstract
The growing demand for housing caused by the phenomenon of population growth in large cities has generated the excessive expansion of these, resulting in the creation of illegal settlements that do not enjoy recognition of property and endless perks of a legal nature, which it directly affects the well-being of the population that lives in them, and makes it impossible for the competent authorities to carry out public investment interventions. The purpose of this research project is to issue a concept on the viability of the legalization of two human settlements in the city of Villavicencio, which have an affectation due to the projected road profile, in order to support the legalization process carried out the municipal administration for the elaboration of the new POT. In this way, a methodology was created, where the main impact factors that would take place if the construction of the projected roads were carried out are analyzed. The second analysis refers to the social impacts that the voluntary alienation of the properties of the inhabitants would have in their lives, considering factors such as age, level of education and the presence of special conditions. As a last analysis, a technical evaluation is made to determine the problems with the construction process of the profiles.
