Abstract

The National Planning Congress is the event that is organized and convened annually by the National Planning Council - CNP, in which delegations from the National Planning System - SNP meet. The National Planning Council was created through article 340 of the Constitution of 91, in which it is defined, “a consultative nature and will serve as a forum for the discussion of the National Development Plan […] The National Council and the councils territorial planning constitute the National Planning System ”. The participatory democracy regime installed with the 1991 Constitutional Reform laid the foundations for what is today one of the most robust participation systems in Latin America. From the normative point of view, the regulation of instances, mechanisms and therefore participation processes, with which Colombia has, provides the guarantees to advance the dialogue between citizens, interest groups, sector organizations and governments of the territorial order and national, for the consensual construction of development plans and territorial ordering. Law 152 of 1994 and Law 388 of 1997 contain precise definitions and competences for the Territorial Planning Councils as well as for the National Planning Council.
