Resumen

A pesar de que los directivos de las Instituciones de Educación Superior en el AMB han planteado en varias ocasiones la iniciativa de clusterización de la educación superior no existe claridad sobre la pertinencia y planificación de un proyecto de tal intención. Ante esta situación el proyecto de investigación se propone analizar las condiciones actuales de la educación superior en el AMB en pro de iniciar una iniciativa de clusterización. Para lograr este objetivo se planteó una metodología cualitativa que inició con entrevistas a directivos de las IES del AMB basadas en categorías definidas según la literatura sobre clústeres empresariales y que evolucionó generando nuevas categorías a través de entrevistas con otros actores y encuestas con preguntas cerradas. Los resultados arrojan que existe un total de once condiciones favorables, cinco condicionales desfavorables, y cinco condiciones que deben tenerse en cuenta para diseñar y desarrollar un plan de clusterización. Entre las condiciones favorables se resalta el hecho de que aunque no existe una iniciativa de clusterización como tal, la Red de Universidades del Oriente Colombiano (UNIRED) ha actuado en beneficio de una integración, de la misma manera la existencia de instituciones como COLCIENCIAS y el Ministerio de Educación Nacional (MEN) se constituyen en fuerzas evolutivas del clúster sin proponérselo, instituciones u organizaciones que han generado un aumento progresivo en la confianza y capacidad de cooperación entre las IES del AMB. Entre las condiciones desfavorables se encontró que las IES del AMB mantienen relaciones poco estrechas con las instituciones gubernamentales, la existencia de una comunidad investigadora débil, y la prioridad del gobierno nacional con respecto a la educación superior en temas de cobertura por encima de los temas de calidad e investigación.

Abstract

Although the directors of the Higher Education Institutions in the AMB have repeatedly raised the initiative to cluster higher education, there is no clarity about the relevance and planning of such a project. Given this situation, the research project aims to analyze the current conditions of higher education in the AMB in order to initiate a clustering initiative. To achieve this objective, a qualitative methodology was proposed that evaluated with interviews of managers of the IES of the AMB based on categories defined according to the literature on business clusters and that evolved generating new categories through interviews with other actors and surveys with closed questions. The results show that there are a total of once favorable conditions, five unfavorable conditions, and five conditions that must be taken into account to design and develop a clustering plan. Among the favorable conditions, the fact that although there is no grouping initiative as such, the Network of Universities of the Colombian East (UNIRED) has acted in favor of integration, in the same way the existence of institutions such as COLCIENCIAS and the The Ministry of National Education (MEN) develops in evolutionary forces of the cluster without intending it, institutions or organizations that have generated a progressive increase in the trust and capacity of cooperation between the IES of the AMB. Among the unfavorable conditions are that the IES of the AMB have little close relations with the governmental institutions, the existence of a weak research community, and the priority of the national government with respect to higher education in coverage issues over the topics of Quality and research.
