La Atención Primaria en Salud (APS) es una estrategia mundial planteada por la Organización Mundial de la Salud, que busca reducir las barreras de acceso al sistema de salud y mejorar las condiciones de calidad de vida y salud de las poblaciones. En Colombia es adoptada la estrategia en la ley 1438 del 2011 la cual es la reforma a la ley 100 de 1993 (Ley que reglamenta el Sistema de Seguridad Social en Colombia), y refiere que el modelo de prestación del servicio público en salud se hará a través de la estrategia Atención Primaria en Salud para permitir la acción coordinada del Estado, las instituciones y la sociedad. Dentro de las acciones de la estrategia se encuentra la actividad física, pero en términos operativos existe un desconocimiento frente al quehacer en esta área, así como en las acciones que específicamente se deben realizar y los profesionales a cargo de las mismas. Esta revisión busco reconocer lo que se encuentra en el plano internacional y como se está desplegando la estrategia a este nivel, para tener un referente y así poder tener un punto de partida para la revisión a nivel nacional. Al finalizar la búsqueda se encontró que no existe una apropiación clara en la estrategia de APS y que esta es confundida con la Atención inicial, así mismo se encuentra que la estrategia es utilizada tanto para promoción de la salud, prevención de la enfermedad y rehabilitación, y no es clara la articulación entre estado-instituciones prestadoras de servicios de salud-sociedad.
Abstract
Primary Health Care (PHC) is a global strategy proposed by the World Health Organization, which seeks to reduce access barriers to the health system and improve the quality of life and health conditions of populations. In Colombia, the strategy is adopted in Law 1438 of 2011, which is the reform of Law 100 of 1993 (Law that regulates the Social Security System in Colombia), and states that the model of public service provision in health will be implemented through the Primary Health Care strategy to allow the coordinated action of the State, institutions and society. Among the actions of the strategy is physical activity, but in operational terms there is a lack of knowledge regarding the work in this area, as well as the actions that must be carried out specifically and the professionals in charge of them. This review seeks to recognize what is found at the international level and how the strategy is being deployed at this level, to have a reference and thus be able to have a starting point for the review at the national level. At the end of the search, it was found that there is no clear appropriation in the PHC strategy and that this is confused with the initial care, likewise it is found that the strategy is used both for health promotion, disease prevention and rehabilitation, and the articulation between the state-institutions providing health services-society is not clear.
