Resumen: Entre 2020-2023, Chapinero fue el escenario de diversas manifestaciones que evidenciaron las preocupaciones de los ciudadanos. Estas protestas plantearon un desafío significativo para la estabilidad y convivencia en la zona y, la intervención de la Secretaría Distrital de Gobierno fue crucial para equilibrar el derecho a la protesta con la necesidad de mantener el orden público.
Este trabajo examina el papel de la Secretaría Distrital de Gobierno durante las manifestaciones en Chapinero, evaluando las acciones implementadas para gestionar pacíficamente las protestas verificando de esta manera la gobernabilidad y gobernanza que se gestó por parte de la entidad durante este período. Para lograr dicho cometido, se analizaron documentos oficiales, leyes y entrevistas con funcionarios de la entidad.
Así se logró determinar que la Secretaría desempeñó un rol fundamental en la aplicación de medidas de gobernabilidad y gobernanza y en la promoción de un diálogo constructivo entre manifestantes y autoridades.
Este estudio revela que la gestión de las manifestaciones por parte de la Secretaría Distrital de Gobierno en Chapinero fue efectiva en términos de gobernabilidad y gobernanza. Sin embargo, se enfrentaron diversos desafíos que ofrecieron lecciones valiosas para futuras intervenciones en situaciones similares.

Abstract
Abstract: Between 2020-2023, Chapinero was the scene of various demonstrations that highlighted the concerns of citizens. These protests posed a significant challenge to stability and coexistence in the area and the intervention of the District Government Secretariat was crucial to balance the right to protest with the need to maintain public order.
This work examines the role of the District Government Secretariat during the demonstrations in Chapinero, evaluating the actions implemented to peacefully manage the protests, thus verifying the governability and governance that was developed by the entity during this period. To achieve this goal, official documents, laws and interviews with officials of the entity were analyzed.
Thus, it was determined that the Secretariat played a fundamental role in the application of governability and governance measures and in the promotion of a constructive dialogue between protesters and authorities.
This study reveals that the management of the demonstrations by the District Government Secretariat in Chapinero was effective in terms of governability and governance. However, several challenges were faced that offered valuable lessons for future interventions in similar situations.
