El jardín infantil Nuestra Señora del Lucero inició su proceso de transformación,en cuanto a la implementación de un Sistema de Gestión Ambiental, para proporcionar mejores condiciones ambientales y de seguridad a los niños y niñas que hacen parte de la institución educativa y así mismo al personal de talento humano. Anteriormente, se tenía en cuenta las buenas prácticas pero como tal no existía una base documental con todos los requisitos exigidos por ley, por lo tanto, fue necesario realizar un adecuado estudio que permitiera conocer cómo se manejaban los temas ambientales dentro del jardín y que medidas eran posibles establecer de acuerdo a las condiciones y presupuesto que se tenía.
La Gestión Ambiental en el jardín se realizó con base en los mínimos requerimientos exigidos por el área de gestión ambiental de la Secretaría Distrital de Integración Social la cual busca minimizar progresivamente la contaminación ambiental generada por la institución. En primer lugar fue necesario efectuar un diagnóstico ambiental el cual se realizó mediante una visita técnica que permitió conocer por completo las instalaciones; en este recorrido se tomaron datos sobre la información general del jardín infantil, el manejo en el uso del recurso hídrico y la energía, posibles daños por la generación de ruido tanto interno como externo y el manejo de las emisiones atmosféricas. También se tuvo en cuenta la gestión de los residuos sólidos y las buenas prácticas que actualmente ejecutaba el jardín. Con estos datos se procedió a realizar una matriz de impactos ambientales (causa-efecto) mediante el método CONESA para identificar, evaluar, clasificar y medir la importancia de los aspectos e impactos ambientales y así poder formular medidas de mitigación, prevención y corrección frente a estos. Se formularon cuatro planes de acción correspondientes a la gestión integral de residuos sólidos, residuos peligrosos, residuos especiales (RCD), y manejo de aceite vegetales usados y recolección de grasas. Estos planes se formularon con el fin de contribuir al medio ambiente y a la reducción de costos en la institución educativa así como la implementación de sistemas ahorradores de agua y de energía, será trabajo del responsable delegado de verificar su cumplimiento.
De acuerdo al diagnóstico ambiental se evidenció que los aspectos ambientales con mayor influencia fueron el de recurso hídrico, consumo de energía y generación de residuos. Todo esto es producido por actividades dentro de la institución educativa.
Abstract
The Nuestra Señora del Lucero kindergarten began its transformation process, in terms of the implementation of an Environmental Management System, to provide better environmental and safety conditions to the children who are part of the educational institution and also to the staff of human talent. Previously, good practices were taken into account but as such there was no documentary base with all the requirements required by law, therefore, it was necessary to carry out an adequate study that would allow knowing how environmental issues were handled within the garden and what measures they were possible to establish according to the conditions and budget that one had.
Environmental Management in the garden was carried out based on the minimum requirements demanded by the environmental management area of the District Secretariat for Social Integration, which seeks to progressively minimize the environmental pollution generated by the institution. In the first place, it was necessary to carry out an environmental diagnosis, which was carried out through a technical visit that allowed the facilities to be fully known; In this tour, data were collected on the general information of the kindergarten, the management in the use of water resources and energy, possible damages due to the generation of internal and external noise and the management of atmospheric emissions. Solid waste management and good practices currently being carried out by the garden were also taken into account. With these data, a matrix of environmental impacts (cause-effect) was made using the CONESA method to identify, evaluate, classify and measure the importance of environmental aspects and impacts and thus be able to formulate mitigation, prevention and correction measures against these. Four action plans were formulated corresponding to the integral management of solid waste, hazardous waste, special waste (RCD), and management of used vegetable oil and fat collection. These plans were formulated in order to contribute to the environment and to reduce costs in the educational institution as well as the implementation of water and energy saving systems, it will be the job of the delegate responsible to verify compliance.
According to the environmental diagnosis, it was evidenced that the environmental aspects with the greatest influence were water resources, energy consumption and waste generation. All this is produced by activities within the educational institution.
