En Colombia, las bibliotecas públicas juegan un papel fundamental en el acceso democrático a la información y el conocimiento, promoviendo el desarrollo cultural, educativo y social de las comunidades. A través de la Red Nacional de Bibliotecas Públicas (RNBP), se han implementado esfuerzos para garantizar que los municipios cuenten con espacios que fomenten la lectura, la investigación y el intercambio de saberes. Sin embargo, muchos municipios aún carecen de infraestructura adecuada que cumpla con los estándares establecidos. Para dar respuesta a esto, se propone el diseño de una Biblioteca pública para el municipio de Floridablanca, Santander, que cumpla con los requerimientos básicos establecidos por la Red Nacional de Bibliotecas Públicas (RNBP).
Se realizó un análisis tipológico de bibliotecas públicas a nivel nacional e internacional, identificando elementos clave como la espacialidad, zonificación, forma, estructura, materiales y escala. Además, se estudió la normativa vigente, incluida la Ley 1379 de 2010, y se analizó el contexto poblacional, urbano y ambiental para definir el modelo adecuado de biblioteca.
Este proyecto propone el desarrollo de una biblioteca en el municipio de Floridablanca, ubicada estratégicamente en la comuna tres de la urbanización Bucarica. El objetivo es crear un centro de recursos educativos que brinde acceso conveniente tanto a la comunidad educativa como a la población en general. La elección de esta zona responde a su alta densidad estudiantil y su proximidad al centro del municipio, donde se concentran numerosas instituciones educativas. La biblioteca incluirá áreas de lectura, salas de estudio y espacios para actividades culturales y tecnológicas, promoviendo el enriquecimiento educativo, cultural y social de Floridablanca.
Abstract
In Colombia, public libraries play a fundamental role in providing democratic access to information and knowledge, promoting the cultural, educational, and social development of communities. Through the National Network of Public Libraries (RNBP), efforts have been made to ensure that municipalities have spaces that encourage reading, research, and knowledge exchange. However, many municipalities still lack adequate infrastructure that meets established standards. To address this, the design of a public library for the municipality of Floridablanca, Santander, is proposed, meeting the basic requirements set by the RNBP.
A typological analysis of public libraries at both national and international levels was conducted, identifying key elements such as spatiality, zoning, form, structure, materials, and scale. Additionally, current regulations were studied, including Law 1379 of 2010, and the population, urban, and environmental context was analyzed to define the appropriate library model.
This project proposes the development of a library in the municipality of Floridablanca, strategically located in the third commune of the Bucarica neighborhood. The goal is to create an educational resource center that provides convenient access to both the educational community and the general population. The choice of this area is based on its high student density and proximity to the town center, where numerous educational institutions are concentrated. The library will include reading areas, study rooms, and spaces for cultural and technological activities, promoting the educational, cultural, and social enrichment of Floridablanca.
