El presente artículo tiene como objetivo analizar el nivel de transparencia en el Municipio de Sopó durante el período 2016 - 2019, donde las instituciones públicas a nivel territorial han adquirido el reto de promover e incentivar altos niveles de gobernanza, no obstante, este ha sido un proceso que ha enfrentado diversos retos en la ausencia de transparencia rezagadas de administraciones anteriores.
La transparencia y el buen gobierno han adquirido un papel fundamental en la gestión pública, lo que ha impulsado a diversas instituciones estatales a incluir estos temas en sus agendas. En este contexto, la Alcaldía de Sopó, durante el período 2016-2019, ha mostrado avances significativos en comparación con administraciones, promoviendo la participación ciudadana, la accesibilidad a la información y la implementación de estrategias de transparencia. Este artículo tiene como propósito analizar el nivel de transparencia en la administración municipal durante dicho periodo, identificando sus avances y desafíos.
En este artículo se examinan los informes de gestión, las herramientas de gobierno abierto y las iniciativas implementadas, como el pacto por la transparencia. Se identifican los logros alcanzados, así como las áreas en las que persisten retos, tales como la necesidad de mejorar la accesibilidad de la información para poblaciones con requerimientos específicos y la gestión documental en línea.
El estudio resalta que, aunque tradicionalmente los análisis sobre corrupción y transparencia se han centrado en esferas nacionales del poder público, enfatiza la importancia de evaluar estos procesos a nivel territorial, donde se evidencia que la administración municipal ha implementado estrategias que han permitido mejorar la confianza ciudadana y el fortalecimiento en la gobernanza local, sirviendo como referencia para otros municipios que buscan optimizar su gestión en materia de transparencia y lucha contra la corrupción.
Abstract
This article aims to analyze the level of transparency in the Municipality of Sopó during the period 2016 - 2019, where public institutions at the territorial level have acquired the challenge of promoting and encouraging high levels of governance, however, this has been a process that has faced various challenges in the absence of transparency lagging behind previous administrations.
Transparency and good governance have acquired a fundamental role in public management, which has prompted various state institutions to include these issues in their agendas. In this context, the Mayor's Office of Sopó, during the 2016-2019 period, has shown significant progress compared to administrations, promoting citizen participation, accessibility to information and the implementation of transparency strategies. The purpose of this article is to analyze the level of transparency in the municipal administration during that period, identifying its progress and challenges.
This article examines management reports, open government tools and initiatives implemented, such as the transparency pact. It identifies achievements, as well as areas where challenges remain, such as the need to improve the accessibility of information for populations with specific requirements and the online management of documents.
The study highlights that, although traditionally analyses on corruption and transparency have focused on national spheres of public power, it emphasizes the importance of evaluating these processes at the territorial level, where it is evident that the municipal administration has implemented strategies that have improved citizen trust and strengthened local governance, serving as a reference for other municipalities seeking to optimize their management in terms of transparency and the fight against corruption.
