Plan estratégico para el monitoreo y evaluación de proyectos en el World Resources Institute Colombia basado en la metodología Scrum

Abstract

This work responds to WRI Colombia’s institutional need to strengthen its project monitoring and evaluation (M&E) processes, given limitations in the standardization of procedures, low inter-team coordination, and fragmented use of technological tools. The institutional diagnosis, based on a mixed-methods approach, revealed an intermediate level of project management maturity and showed that 85% of surveyed leaders do not use a common tool for managing and tracking activities, which limits traceability and hinders data-driven decision-making. In response, a strategic M&E plan was developed, grounded in the agile Scrum methodology. The proposal outlines a five-phase iterative procedure, incorporates Scrum-specific artifacts and events, and integrates digital tools such as Asana, ViPPER, and risk dashboards. In addition, a training plan was designed, structured across three sprints, with six thematic modules totaling 30 hours of work, aimed at team leaders and managers. The training covers the fundamentals of Scrum, use of digital tools, indicator management, interdepartmental coordination, and a learning-oriented organizational culture. The application of the agile approach enabled the development of a model adaptable to the dynamics of WRI Colombia, with improvements in transparency, traceability, and interdepartmental coordination. This model offers a replicable alternative for other organizations in the environmental, social, or public sectors facing similar challenges in project management.
