El objetivo de este trabajo es diseñar un proyecto urbano arquitectónico con base en el Plan Parcial referido a los tres Cerros Tutelares de Duitama, que permita generar soluciones a los problemas ambientales, de falta de infraestructura y de exclusión social que afectan la zona. Se trata de una rehabilitación en los tres cerros que pueda regenerar y preservar los terrenos que actualmente se encuentren en riesgo y que, a su vez; pueda involucrar una reubicación de las familias y los hogares que se encuentran ahí establecidos. Por otro lado; la puesta en marcha de espacios públicos nuevos que permitan una renovación y un uso nuevo socialmente útil del terreno.
En el proyecto se reconoce la preexistencia de condiciones naturales, sociales y urbanas, que actualmente se desarrollan en la zona. Se aplica en la ciudad de Duitama, y se planea realizar en el centro, nororiente y noroccidente de la ciudad, buscando integrar servicios financieros e institucionales en combinación con la vivienda, la renovación de la zona, del comercio y de distintos intereses para crear una mezcla sostenible de usos en concordancia con el modelo de ciudad densa y compacta, que promueve el P.O.T. Se trata de reducir la presión urbana que genera la vivienda y uso de esas laderas.
Abstract
The objective of this work is to design an architectural urban project based on the Partial Plan referred to the three Tutelar Hills of Duitama, which allows generating solutions to environmental problems, lack of infrastructure and social exclusion that affect the area. It is about a rehabilitation in the three hills that can regenerate and preserve the lands that are currently at risk and that, in turn; It may involve a relocation of the families and homes that are established there. On the other hand; the implementation of new public spaces that allow a renewal and a new socially useful use of the land.
The project recognizes the preexistence of natural, social and urban conditions, which are currently developing in the area. It is applied in the city of Duitama, and it is planned to be carried out in the center, northeast and northwest of the city, seeking to integrate financial and institutional services in combination with housing, the renovation of the area, commerce and different interests to create a sustainable mix of uses in accordance with the dense and compact city model, promoted by the POT It is about reducing the urban pressure generated by the housing and use of these slopes.
