    The processes of urbanization and consolidation of urban structures generate constant pressure on environmental support systems, which threaten to make the city an unsustainable system. This situation highlights the need for cities to adopt levels of efficiency where resource consumption is reduced and organized information increases, which implies the incorporation of a compact and complex city model, efficient in resource consumption and socially stable. , (Rueda 2010) this is the approach taken by the Barcelona Urban Ecology Agency. This research aims to generate a practical contribution to the understanding of the territory from the neighborhood scale through the calculation of 7 urban sustainability indicators proposed by the Barcelona Ecological Agency that allow an interpretation of the current situation of urban sustainability at the neighborhood level in certain areas of the municipality of Rionegro, Antioquia, with the intention of generating knowledge that facilitates better understanding and contributes to achieving a balance and guaranteeing the durability of the city system.

    The analysis of the impact of the development treatment on the soils of urban expansion of the municipalities of the Altiplano of eastern Antioquia between the years 2000 and 2022 and its correspondence with the occupation model, is therefore located in the nine municipalities of the valleys of San Nicolás in eastern Antioquia, particularly in its areas of urban expansion and in these, in turn, the changes in the delimitation and development are analyzed; These conditions will also make it possible to establish the effects of the regulatory application in these territories, which incidentally account for the dynamics and pressures suffered by each of the observed territories. With all of the above as conformation of the analysis scenario, the comparison of the actions carried out on these soils is made with respect to the expectations raised from the occupation models of each municipality and in this way an alternative of evaluation and monitoring of land use planning is proposed. , because although from the municipal file the execution program is monitored, the territorial analysis tools that exceed the execution of impact projects are easily left out.

    Estrategias de Planificación Urbana en la reconfiguración de territorios informales de la Comuna 8 Villa Hermosa - Medellín: Lecciones aprendidas y retos (2008-2019)

    Medellín is a city that has gone through different periods of urban and social transformation, as a result of its accelerated urban and demographic growth, driven by various factors such as forced displacement and the search for opportunities by foreign populations who see the Antioquia capital as a new territory to inhabit. These are partly responsible for the formation of informal settlements on the outskirts of the city, with one example being the Comuna 8 Villa Hermosa, which presents various socio-spatial problems such as housing deficits, limited access to public collective city services, violence and power conflicts in the territories, territorial inequality, poverty, and socio-spatial segregation. As a result, since 2008 and in successive Municipal administrations until 2019, alternative urban planning strategies were implemented for the informal territories of Comuna 8, which are complementary to the territorial planning instruments defined in Law 388 of 1997. The following strategies were applied: Integral Urban Projects - PUI Centroriental, Sustainable Neighborhood Program - MIB (Integral Neighborhood Improvement), Metropolitan Green Belt (Jardín Circunvalar Pilot Project), which later form the Integral Model of Intervention in Informal Territories - MIITI in the central-eastern zone of Medellín. These strategies attempt to adapt and reconfigure, through adaptive planning, different periods of interventions and overlapping planning of these complex and vulnerable realities in these territories, presenting progress and limitations in the territorial transformation of these settlements.

    Dinámicas de la antropización sobre la estructura ecológica principal en la zona rural del municipio de Itagüí 2010 - 2021

    The Itagui’s rural area constitutes a vital geographical space for the municipality. It represents a large part of the main ecological structure that sustains its territory grouping strategic ecosystems to provide environmental goods and services to its population. However, being immersed in one of the most important metropolitan contexts in the country presents dynamics of anthropization that generate transformations that happens in accelerated ways, mainly due to urban expansion processes. This research analysed the way how anthropization processes affect strategic ecosystems in Itagui’s rural territories; a digital photo-interpretation processing was applied, and the land covers present in the studio's area were delimited. all of this allowed the development of geographic information for the years 2010 and 2021, determining their behaviour and the evaluation of the land use in conflict zones in relation to the protection and conservation proposals defined in the current territorial and environmental planning instruments.

    El horizonte sostenible de la transformación rural de Barbosa: estudio comparativo de las propuestas de los planes de desarrollo 2016-2019 y 2020-2023

    Barbosa is the municipality with the largest vocation and rural population in the Aburrá Valley, with an extension of 206 square kilometers, of which only three constitute the urban area. This municipality, with 56 rural areas, located to the north of the Aburrá Valley, which, if production and the market are strengthened, could become the agricultural pantry of this sub-region. However, its tourist potential, and the improper uses of the land threaten to end the rurality and sustainability of the territory. However, if environmental and ecosystem protection proposals are not considered, that control the proliferation of recreational farms, respect territorial planning and establish impact measures that allow mitigation and adaptation to climate change, food security and ecosystem balance of this territory, and in general of the Aburrá Valley, would be at risk. In this sense, this study aims to "Identify, through a comparative matrix, the intervention proposals that favor sustainable development in the rural area of the municipality of Barbosa, embodied in the Development Plans of 2016-2019 and 2020-2023, that aim to guarantee a sustainable horizon for this territory, and therefore for the Valle de Aburrá subregion.

    La Turistización del Municipio de Puerto Triunfo como determinante para la planificación territorial. Análisis de las últimas dos décadas

    Touristization is a phenomenon barely studied a decade ago, the tourist practice and its different modalities have caused social, cultural, economic and environmental impacts in the territory. The municipality of Puerto Triunfo has not been immune to these impacts since it was considered by the nation as a national tourist reserve in 1983, in addition to the opening of the Hacienda Napoles theme park in 2007. Recognition as a tourist nature reserve with the presence of important Natural scenarios in the territory, recognized by locals and visitors, have been the biggest triggers of tourism practice over time, without this having had a specific regulation in terms of local policies or regulations. Characterize the Natural Scenarios of ENAE Ecotourism Activity through information on variables collected in the field, their qualification and interpolation by means of GIS tools and supported by methodologies such as that of Bertoni (2005) for the design of field work sheets and categorization of protected areas of the International Union for the Conservation of Natural Areas IUCN (Nigel, 2008) , has been a very important exercise to understand the territorial dynamics that emerge from these, as well as being a fundamental input for proposing strategic guidelines that aim coherently to national and departmental policies. The present study allows us to provide a diagnostic mechanism and formulation of instruments for territorial planning in tourism, in addition to allowing the creation of guidelines derived from a case study in a specific territory, moving away from the normative structures that generalize the regulations on the territory. without understanding its particularities in the different dimensions of development. The contribution of this research work will serve as an input for the design of a municipal and supra-municipal public policy that contributes to the planning of the territory in tourism matters through the formulation of strategic guidelines that tend to minimize the impacts of said activity, in addition, it will serve as a model for the characterization and evaluation of ENAEs in other territories where the phenomenon of touristization occurs.

    Nuevas perspectivas metodológicas para la priorización de sistemas de transporte público urbano aplicado a la ciudad de Medellín

    Within the agenda of the 17 Sustainable Development Goals (SDGs), mobility is not directly in one of these, but it has a tangential impact on at least 7 of them and 15 of their goals directly, making it one of the the fundamental factors to be able to achieve them and that is how it becomes a necessity for cities to have better mobility, which is why it is in the priorities of the planning of the territories and as a priority of the public agenda, to be able to have a mobility that contributes to sustainability from different points of view (health, safety, environmental, but also that is equitable, inclusive and efficient). And it is at this point that the importance and function of the public transport system stands out, as one of the sustainable modes that, additionally considering the configurations of our cities that require extensive travel, becomes the protagonist. However, at the normative level and in practice, the reality is that prioritization decisions in the implementation and improvement of the city's public transport systems are based on a purely technical analysis of supply and demand, which distances solutions of satisfying the needs of users and seeking a transformation of cities. This is how the information analysis of different operational parameters, demand behavior, taken from the Origin Destination Survey (EOD) of the Metropolitan Area of ​​the Aburrá Valley (2017) and the perception of user satisfaction is carried out, taken from the user satisfaction perception survey, prepared with the SIMUS methodology (Integrated Systems for Sustainable Urban Mobility) (2017), where, through a GIS tool, the spatialization of data by communes was achieved for the city of Medellín, seeking demonstrate the problem raised, which ranges from the vicious circle of congestion (more cars, more congestion, fewer guarantees for public transport), to show the need to connect the qualities contracted and finally provided by public transport systems with the qualities expected and perceived by the user, considering variables not only techniques of supply and demand, but also aspect s social, economic and even on the psychological level, which even allows to implement and improve public transport systems where there is not yet enough demand.

    Aportes y retos de las nuevas tecnologías bajo metodologías SIG, BIM y CIM al Desarrollo de territorios informados e inteligentes que optimicen la toma de decisiones.

    The fourth industrial revolution, also called the era of digitization, seeks through the generation of computer data, and the processing of large volumes of information, to analyze, understand and predict behaviors of physical-spatial phenomena that generally affect any process of the human being in relationship with its territorial context. In terms of planning, design and construction of cities, urban planning and architecture, are not alien to these intentions, that is why work methodologies emerge, such as GIS, BIM and CIM, which help to optimize the understanding of the phenomena associated with the territories, allowing to minimize the subjectivity of decision-making, and considerably improving response times. The research seeks from recognizing the potentials and challenges of the new technologies of territorial understanding and interpretation, through the identification of correlational analysis processes of local and international case studies of real projects that use GIS, BIM and CIM methodologies, possible workflows with multiple temporalities and scales, allowing to show the potentials and challenges posed by these implementations in their multiple application scales in the territory, and this in turn contributes to the CIM city information models with a view to complementing a city smart. This facilitates the optimization of the understanding and communication of the spatial physical phenomena when making decisions in real time and creates city information models resembling a digital twin, which helps reduce uncertainty when making decisions, and it becomes one more potential input to feed the smart city concept. Likewise, it is possible to find a clear difference between digital twins of partial territories and digital twins of general city information models, which allows a better understanding of the potentials when implementing methodologies such as CIM, seeking the best use of the information of the different urban sub-systems, for the study and physical spatial understanding of the territory, framed in the challenges of carrying out the fourth industrial revolution.

    Today, the health of the population depends closely on the conditions of its habitat, where "public space" is established as one of the most important variables, since it is the place, where relationships are "manufactured" and the different ways of inhabiting the environment, which is contained between the place of residence of the subjects, the built and the private, external spaces given to socialization, common and individual activity and social transaction. Under this principle, which by definition establishes the space most common to all inhabitants, this research initiative focuses on the analysis of the scope of color as a factor-attribute in the favorable stimulus of variables such as the habitability of the public-collective space and the perceptual construction of a safe environment, implemented under programs of renovation, improvement or transformation of existing public spaces, related to housing projects of priority social interest (VIS-P), as a place of study and its impact on aspects such as positive appropriation of the space and the relation of perception of well-being of the user population. It is important to mention that the present analysis is based on what has been commented by the UN HABITAT, in the NEW URBAN AGENDA (Oct-2016), which defines as one of its principles, guarantee the integration in the urban space and improve its habitability, among others, in addition to what is mentioned in the article "SUSTAINABLE AND HEALTHY CITIES: Strategies in search of quality of life, which mentions aspects that are currently influencing the social and individual well-being of the inhabitants of a territory, including access to public space, to healthy coexistence, to healthy behaviors, which are also part of the guidelines incorporated into the ordering of these territories. The objective of this research focuses on being able to demonstrate the correlation between public space - color - appropriation and inhabitants, as a logical circuit in the revitalization of environments (public space - VIS-P housing), through color as a relevant factor of these processes and that acts as a “bridge” between the public space and the identified variables (habitability - appropriation - safe environment), evidenced in results that point to greater use and intensity, promoting states of well-being and that are illustrated in the different proposed instruments . To do this, a theoretical, contextual and conceptual approach is made, in principle towards the "place" (public-collective space) defined by various authors, continuing with color as a differential variable seen from various interdisciplinary angles and associated with specific interventions such as studies. of case, which allowed to elucidate their degree of influence in aspects such as habitability, the perception of a safe environment, an increase in the sense of ownership over these places and an improvement in the indicators of perception of well-being of their communities. In order to achieve the main objective, qualitative and quantitative measurement tools were designed as part of the methodology in the development of the correlational analysis of the study topic. In the same way, these aspects are contrasted with the results of the field work based on the observation of the "places" and the perception surveys on the inhabitants of the place, as well as those outside it, and the analysis of the state of the art of places. intervened from color as the protagonist, national and international, allowing to delve into these issues in contrast to the selected case studies. Finally, applied the instruments and brought to their state of assessment, evaluation, analysis and diagnosis, it allowed to conclude aspects that, although they do not apply as absolute truths because they are not representative in the context of the city, if they mark a trend north in them., which guide a logical direction of the sample results.

    Las determinantes de ordenamiento territorial y la distribución de competencias, entre la nación y los entes territoriales, como limitantes legales en los procesos de revisión y ajuste de los POTs

    The distribution of competences in the area of Territorial Regulation in Colombia is one of the unfinished agreements derived from the 1991 Political Constitution, not corrected with the promulgation of the Organic Law of Territorial Regulation 1454 of 2011 - LOOT-, which can be considered as a limitation with greater scope in the transformation of the country and harmonious physical planning of the country, by leaving aside the possibility of standardizing territories at the level of province, regions or even cities, betting on the contrary a commitment to the administrative decentralization of the State which seeks to convert the Municipalities into the municipalities, considering them as the fundamental territorial entities of their political-administrative organization (art 313 of the Political Constitution) of the country and where exclusive competence falls in the regulation of land uses (Art 313 of the Political Constitution). However, 30 years after the promulgation of the Political Constitution, the process of technical, administrative and economic strengthening of the municipalities continues to be precarious, since with exceptions such as the large urban centers of the country that enjoy sufficient legal, administrative and financial autonomy, most of the municipalities, whose administrative category is four, five or six, are highly dependent on the General Participation System. Situation that limits the autonomic exercise. One of the main aspects of said decentralization is the granting to the municipalities of the competence in the specific regulation of the land (uses). Now, this competition has limits established by law through a series of norms called determining land use regulations and that correspond to projects or sectorial bets that must be articulated by the municipalities in their POTs, and are directed by the Nation, and the Departments , The Regional Autonomous Corporations and the Metropolitan Areas within the framework of their powers in application of the constitutional principles of Coordination, Concurrency and Subsidiarity. However, the procedures to incorporate these determinants do not have the required developments and the necessary clarity, which is why they have become generators of conflicts of powers between State Entities.

    Un análisis de la desarticulación entre la planificación hídrica y territorial en el Valle de Aburrá y el planteamiento de estrategias de articulación para la sostenibilidad

    The symbiotic relationship between water and territory, outlines the history of settlements and urban transformations which depend on the biostructure (natural ecosystems) to provide goods and services to cities as supported entities. This document seeks to assess the factors that lead to the disarticulation of land use and water management plans, which work on the same spatial unit but end up affecting one or another instrument in the decisions and actions that they define, for this it builds: (A) A comparative analysis at the level of the American continent, on the recurrent problems of the growth of the territories in the face of water scarcity. and (B) On the other hand, in addition to the secondary information analyzed, it was sought to know the key actors in water and territorial management through a semi-structured survey, the actions they develop to protect the water resource and promote ecosystem sustainability, said actions are recognized as management strategies, likewise, current issues such as block water and commercialization were investigated, which conceptually are not internalized in this group of consulted actors, but that do generate a negative impact in the analyzes provided and are outlines as an opportunity to see if trading on the stock exchange can become a management instrument, with positive impacts on water technologies, alternative sources and territorial trade-offs between donors and recipients. Beyond identifying the factors that lead to disarticulation, the last objective outlined focused on the identification of the strategies proposed by the actors based on case studies, surveys and the theoretical development of the study area, using the experiences that sought to correct the gaps generated between water and territorial planning, agreeing that the strategies have different scales, but those with the greatest impact are long-term.

    Los hechos metropolitanos: ¿un límite a la autonomía municipal en función del ordenamiento territorial?

    Colombia´s juridical system gives many different authorities the autonomy to define their own land use, which in addition to poor normative clarity and scarce doctrinal development on the matter, generates great difficulties to set the scope and limits for each and every authority, this is a particularly complex problem for the metropolitan areas and municipalities, because it raises the question of how far the metropolitan areas can go without limiting the municipal constitutional autonomy. On this matter, one can come to the conclusion that the assigned competencies to metropolitan areas for land use are not against to the municipal autonomy principle, always based on the right material and juridical conceptualization of municipal categories, municipal autonomy, metropolitan areas, metropolitan phenomena, metropolitan facts and metropolitan determinants for land use, matter reflected on this paper work, important to demonstrate how the adequate relationship between this concepts and institutions respond to land use principals.
