Desarrollo de un plan de acción para la mejora continua en la gestión organizacional de proyectos de la Universidad de La Guajira

Abstract

The present study aimed to address the problem identified in the project office of the University of La Guajira regarding the organizational management of investment projects in the institution, located primarily in the district of Riohacha, La Guajira. It was found that projects are not properly evaluated by the organization and are centralized at the main campus. There is a lack of clarity in the project portfolio by project typology, projects are not fully aligned with the institutional strategy, and there are projects that start without defined completion. These symptoms create a problematic situation. In this context, the general objective was to "Develop an action plan for continuous improvement in the organizational project management of the University of La Guajira." The study employed a research approach based on surveys, collecting data from a sample of 10 participants, indicating a quantitative study. The main result obtained was that 30% of the respondents strongly agreed that the university's PMO contributes to improving the quality and efficiency of projects, while 40% remained neutral regarding transparency and accountability. Regarding the self-assessment instrument, it was revealed that the actual score obtained in the maturity assessment was 11.75, representing a compliance level of 39.17, classified as "Intermediate to low." These findings highlight the need to improve project management in the university to achieve greater satisfaction and promote transparency in management, as well as strengthen monitoring and evaluation mechanisms.
