Este trabajo de investigación se enfoca en la elaboración de una guía interactiva para los establecimientos de alojamiento y hospedaje (EAH) del municipio de Villavicencio con el objetivo de fortalecer el sistema de gestión sostenible (SGS) que vienen implementando bajo la norma sectorial NTS-TS 002:2014. Se identificó que el sector presentaba dificultades para su implementación debido al poco o nulo acompañamiento de las entidades de control en el asesoramiento de esta norma. La pandemia del COVID-19, ha aumentado el desinterés por el SGS, sin embargo, tras la pandemia, los turistas son más conscientes e informados, lo que refuerza la importancia de retomar adecuadamente el SGS.
Ante lo anterior se refuerza la calidad del sector y se reemplaza la norma técnica sectorial a norma técnica colombiana NTC 6503:2021, pasando la norma sectorial hacer parte de los anexos de cumplimiento normativo que junto con la NTC-ISO 14001:2015 de reconocimiento ambiental internacional y su estructura de alto nivel permiten la integración de ambas normas, para reforzar y conformar el Sistema de Gestión Sostenible y Ambiental (SGSA), basado en el ciclo PHVA con la finalidad de su permanencia en pro de la mejora continua en función del tiempo como estrategia nacional e internacional; se toman las tres normativas y se establecen los puntos clave para la integración como los numerales y requisitos para la selección de las herramientas principales y el diseño de las mismas de forma sencilla, practica y didáctica; entregando a los EAH la guía interactiva con suficiente material de apoyo como base para la puesta en marcha del SGSA desde cero o desde la continuidad del sistema que venían desarrollando anteriormente sujeto a la renovación del registro nacional de turismo (RNT); esto como resultado de un conjunto de actividades como: revisión documental, investigación de estudio de caso con alcance descriptivo, diagnóstico del sector sobre 55 EAH, la observación en la recolección de información, y la validación de contenido por expertos sobre la validez, confiabilidad de la guía interactiva.
Lo que condujo en el diseño de una guía interactiva para los EAH usando Google Sites para mantener, registrar y modificar la información relacionada con el SGSA, de acuerdo con las características propias de cada establecimiento, con la finalidad de cumplir con los requisitos de las normativas, y responder a las necesidades y expectativas de sus partes interesadas. Asimismo, la guía interactiva permite tener un control del servicio en términos de fortalecer el trabajo del establecimiento en pro del respeto al medio ambiente e impactar positivamente en el entorno que les rodea. En la actualidad, la sostenibilidad ya no es una iniciativa, sino una necesidad competitiva.
Abstract
This research work focuses on the development of an interactive guide for lodging and accommodation establishments (EAH) in the municipality of Villavicencio with the aim of strengthening the sustainable management system (SGS) that they have been implementing under the sectoral standard NTS-TS 002:2014. It was identified that the sector presented difficulties for its implementation due to the little or no accompaniment of the control entities in advising on this standard. The COVID-19 pandemic has increased disinterest in SGS; however, after the pandemic, tourists are more aware and informed, which reinforces the importance of properly resuming SGS.
Therefore, the quality of the sector is reinforced, and the sectoral technical standard is replaced by the Colombian technical standard NTC 6503:2021, with the sectoral standard becoming part of the regulatory compliance annexes. Together with the internationally recognized NTC-ISO 14001:2015 environmental standard and its high-level structure, they allow the integration of both standards to strengthen and form the Sustainable and Environmental Management System (SGSA) based on the PDCA cycle, with the aim of its permanence for continuous improvement over time as a national and international strategy. The three standards are taken, and the key points for integration are established, such as the numerals and requirements for the selection of the main tools and their design in a simple, practical, and didactic way. The interactive guide is delivered to the EAH with sufficient support material as a basis for the implementation of the SGSA from scratch or from the continuity of the system they were previously developing, subject to the renewal of the national tourism registry (RNT). This is the result of a set of activities such as documentary review, case study research with descriptive scope, sector diagnosis on 55 EAH, observation in information gathering, and content validation by experts on the validity and reliability of the interactive guide.
This led to the design of an interactive guide for EAH using Google Sites to maintain, record, and modify information related to the SGSA according to the specific characteristics of each establishment, with the aim of complying with the requirements of the regulations and responding to the needs and expectations of their stakeholders. Likewise, the interactive guide allows for control of the service in terms of strengthening the establishment's work towards respecting the environment and positively impacting the surrounding area. Currently, sustainability is no longer an initiative but a competitive necessity.
