En la presente investigación se plantea como objetivo diseñar lineamentos para la formulación de un plan de gestión patrimonial para la promoción turística y rescate de las fiestas religiosas en Tobasía (Floresta, Boyacá) como eje central para la protección del patrimonio cultural. Para ello, se parte de caracterizar la historia y desarrollo de las fiestas religiosas en Tobasía, para posteriormente identificar limitaciones en la gestión patrimonial y promoción de estas fiestas, a través de una encuesta. Posteriormente, se reconocen modelos y buenas prácticas nacionales e internacionales para la protección del patrimonio cultural, y se plantean, finalmente, los lineamientos para un plan de gestión para la protección y promoción del patrimonio Inmaterial Religioso de Tobasía y Floresta. Para ello, se implementa la metodología de la Unesco centrada en reconocer percepciones que permitan orientar estrategias de mejora mediante las cuales sea posible mejorar la protección y el rescate del patrimonio inmaterial en la vereda de Tobasía a través de enfoques centrados en su salvaguardia. Dentro de los resultados, se destaca la falta de conocimiento sobre la oferta turística en el municipio de Floresta y la baja demanda sugieren la necesidad de evaluar la alineación de la oferta con las expectativas de los asistentes. La insatisfacción general se manifiesta en la infraestructura gastronómica y de parqueaderos; y la falta de variedad en la oferta gastronómica y la deficiencia en la infraestructura de estacionamiento afectan negativamente la experiencia de los participantes. Por ello, el aporte de este trabajo son lineamientos promover un turismo responsable y sostenible, lo cual es clave para promover el desarrollo de un turismo responsable y sostenible que valore y proteja el patrimonio cultural inmaterial de la región, así como también que contribuya al desarrollo económico y social de la comunidad local.
Abstract
The objective of this research is to design guidelines for the development of a tourism management plan for the promotion and rescue of religious festivals in Tobasía (Floresta, Boyacá) as a central axis for the protection of cultural heritage. To do this, we start by characterizing the history and development of religious festivals in Tobasía, to subsequently identify limitations in the tourism management and promotion of these festivals, through a survey. Subsequently, national and international models and good practices for the protection of cultural heritage are recognized, and finally, strategies and guidelines are proposed that are integrated into a portfolio of tourist services that are integrated into a management plan for the protection and promotion of cultural heritage. Intangible Religious Heritage of Tobasía and Floresta. To this end, a qualitative methodology is implemented, focused on recognizing perceptions that allow guiding improvement strategies through which it is possible to improve the protection and rescue of intangible heritage in the Tobasía village through approaches focused on tourism management. Among the results, the lack of knowledge about the hotel offer in the municipality of Floresta stands out and the low demand suggests the need to evaluate the alignment of the offer with the expectations of the attendees. General dissatisfaction is manifested in the gastronomic and parking infrastructure; and the lack of variety in the gastronomic offer and the deficiency in the parking infrastructure negatively affect the experience of the participants. Therefore, it is key to advance in the development and implementation of the guidelines proposed in this research, in order to improve the tourist experience in Tobasía, promoting responsible and sustainable tourism that values and protects the intangible cultural heritage of the region, as well as contributing to the economic and social development of the local community.
