Hacia una guía práctica para los stakeholders en Colombia(Universidad Santo Tomás, 2025-12-05) Rosado Muñoz, Laura Natalia; Domínguez Prada, Mario Andres; Universidad Santo TomásProcurement management in projects financed by multilateral organizations presents challenges related to regulatory misalignment, procedural fragmentation, and limited local institutional capacities in Colombia, which generate inefficiencies and operational risks during implementation. This research aimed to establish a schematized procurement process for public entities and NGOs in Colombia through a comparative analysis of the procedures used by three major multilateral organizations and the design of a model that strengthens effectiveness, transparency, and the social impact of international cooperation. The study, based on a descriptive–propositive approach, employed process-management tools such as Process Mapping, process characterization, RASCI matrix analysis, GAP Analysis, and the integration of PMBOK and BPM frameworks. The methodology was supported by official documents, procurement manuals, executed project records, and expert validation. The results revealed significant differences among the organizations analyzed: the World Bank (WB) obtained the highest average score (4.45), demonstrating strong rigor and traceability; the French Development Agency (AFD) scored 3.82, emphasizing control and audit mechanisms; and the Inter-American Development Bank (IDB) scored 3.00, reflecting administrative agility but lower levels of standardization. The GAP Analysis identified critical gaps in risk management, interinstitutional coordination, and regulatory compliance. Based on these findings, a hybrid procurement model was designed that integrates the transparency of the WB, the socio-environmental and control-oriented approach of the AFD, and the operational flexibility of the IDB.
