Tipo de ítem: Ítem , Gobernanza ambiental del Páramo de Chingaza (La Calera, Cundinamarca)(Universidad Santo Tomás, 2026-04-20) Vásquez Peñaloza, Lina María; Universidad Santo TomásIn 2024, Bogotá and the municipalities of La Sabana faced an unprecedented water crisis caused by falling water levels in the Chuza Reservoir—a key component of the Chingaza System, which supplies water to 80% of the capital—as well as in the San Lorenzo Creek, the water source for the municipality of La Calera. According to Garavito (2015), “the páramos in Colombia face a growing risk due to anthropogenic pressures” (p. 129). This situation highlighted the fragility of páramo ecosystems and the urgent need to strengthen environmental governance mechanisms. Colombia is one of the few countries in the world that possesses a diversity of natural resources and ecosystems such as páramos, which are considered strategic ecosystems, particularly due to their role in regulating the hydrological cycle that sustains the supply of water resources for human consumption and the development of economic activities for more than 70% of the Colombian population. (MinAmbiente, 2021). The objective of this study is to analyze environmental governance in the Páramo de Chingaza, understood as “the rules, practices, social organization, and decision-making processes that affect the environment. It involves not only the government, but also civil society, the private sector, and communities, at multiple scales, from the local to the global” (Lemos & Agrawal, 2006, p. 297). From this perspective, the relevance of ecosystem services, community participation, and land-use planning is emphasized as fundamental dimensions for ensuring the sustainability of the ecosystem. In this same vein, Ragin (2007) argues that “social research consists of a systematic effort to articulate ideas and evidence, so that we can produce knowledge about social life” (p. 25). Law 1448 of 2011 established measures for attention and reparation, and Decree Law 4633 of 2011 set specific provisions for the restitution of territorial rights of indigenous peoples, recognizing their differential impact and their ancestral, spiritual, and collective connection to the land. Although the policy also covers black, Afro-Colombian, Raizal, and Palenquera communities, the study focuses on indigenous communities, for whom the territory is a space of life, autonomy, and cultural survival. The research aimed to evaluate the psychosocial impacts of the Ser Territorio Foundation (FUNDASERTE) on vulnerable children and adolescents in the Obrero and Pueblo Quemado neighborhoods of Apartadó, Antioquia. A mixed-methods approach was used, employing field instruments and a hermeneutic analysis of narratives gathered through interviews. The results indicate that the Ser Territorio Foundation has indeed generated a comprehensive impact on children and adolescents, integrating the emotional-affective, cognitive-educational, relational-family, community-social, physical-health, symbolic-narrative, and ethical-political dimensions. However, the origins of modern AI can be traced back to Alan Turing's pioneering interest in designing systems capable of processing information more efficiently (Buenhombre Moreno, 2025). In Latin America, with the aim of positioning themselves at the forefront of the strategic use of data, countries like Colombia and Brazil have begun to formulate public policies aimed at harnessing the potential of AI, while simultaneously facing ethical, regulatory, and social challenges (Urrego et al., n.d.). The objective is to synthesize the main findings and proposals of the study, highlighting their relevance in addressing challenges related to inclusion, accessibility, and urban resilience. This study aimed to design a comprehensive road safety prevention model for motorcyclists in Villavicencio, integrating educational, regulatory, infrastructure, and behavioral economics components. The research followed a qualitative, exploratory, and descriptive approach, using a case study with semi-structured interviews of 39 motorcyclists and 4 key stakeholders, complemented by documentary analysis and triangulation of data (perceptions, official statistics, and academic literature). The results identified six categories: risk perception, social factors, risk behaviors, infrastructure conditions, evaluation of current strategies, and improvement proposals. Findings showed that although motorcyclists acknowledge the risks, there is excessive confidence based on experience, low perception of danger on familiar routes, and behaviors influenced by social pressure, all exacerbated by infrastructure deficiencies in critical corridors such as Avenida Catama and the Anillo Vial. Current strategies have demonstrated low recall, limited coverage, and lack of continuity, reducing their impact. As a contribution, the study proposes a comprehensive model that combines pedagogical and emotional campaigns, proportional and sustained enforcement, targeted infrastructure interventions, and the application of nudges and positive incentives from behavioral economics. To achieve this purpose, a review of different theoretical approaches and practical experiences in tourism planning from a participatory perspective was required, which allowed establishing a solid conceptual and technical basis. With this foundation, a methodological scheme structured by phases was designed, aimed at promoting the participation of social, community, institutional and productive actors, seeking a real connection between citizens, local authorities and the tourism sector. Beyond the initial proposal, different application scenarios were explored in depth, carefully assessing the political, social and economic dimensions of this territorial entity. Indeed, this contrast analysis allowed adjusting the model to the particularities of the area. Hence, the Final Peace Agreement (2016) prioritizes this factor amend the harm caused to the Colombian countryside by state neglect. Within this framework, the purpose of this document is to analyze the impact of the Comprehensive Rural Reform on access to land in the department of Caquetá (Colombia) between 2017 and 2023. To this end, a methodology focused on a qualitative and interpretative documentary approach was implemented, with a public policy evaluation component. It also presents the chapter as a result of this research work in which it is intended to understand the participation strategies that the youth platforms have developed for peace building on the signing of the Final Agreement and the creation of the PDET in the municipality of Chaparral, Tolima. For this purpose, it analyzes the design and implementation of active policies related to the public employment service, job training and the generation of direct or indirect employment in this municipality that were led by the National Government through the Labor Ministry and its affiliated entities, the Governor's Office of Meta and the Municipal Mayor's Office through the regional government, together with other actors such as the Meta Family Compensation Fund -COFREM-. This research is a case study based on categories and subcategories of analysis that takes secondary information sources, as a result of the review of documentary sources, and primary sources, specifically semi-structured interviews with representatives of entities involved in the process at the national, departmental and local levels, with a tripartite perspective: representatives of government, workers and businessmen. The study concludes that the restitution of rural urban employment is an element of the integral reparation component of the law for victims and the programs implemented are part of the active policies of the PAMT labor market, aimed at restoring the labor capacities of the victims and providing them with tools to compete on equal terms in the labor market, accessing training or training for work, job creation through the promotion of self-employment (entrepreneurship) and labor intermediation services through the public employment service SPE. The COVID-19 pandemic increased its problems to 17.3% in Europe and 49.5% in Colombia; promoting the issuance of public policies to address them, highlighting France, Norway, Germany, Canada and Japan (Torres Melo & Santander, 2013). Colombia has policies, but the evaluation indicators seem inefficient (DANE, 2021), hence the objective of making an updated scope bibliographic review to establish consistency between the proposals and the reality of public mental health policies in Colombia. / 2015-2021. A retrospective secondary qualitative type Scope bibliographic review. Two interviews were conducted; A systematic search was made in 3 databases: Oxford Academy, Springer Link and Pubmed with MeSH search terms. 50 articles were chosen; 2 books and legal documents manually. It was confirmed that France, Norway, Germany, Canada and Japan are benchmarks. In light of the Colombian planning instruments, it was found that there is no consistency between what is proposed by the policies and the reality of the indicators, the data collected and the goals achieved. Thus, the relationship between the policies established by the state should be aimed at solving or mitigating the needs of the rural sector, in this way the Productive Management Plans include in their guidelines elements of the Social Property Management directing decisions on land use in productive planning. This analysis is proposed as an exercise in critical interpretation of the experience and results obtained in the construction of the National Productive Ordinance Plan (POP) of the rice chain produced by the Rural Agricultural Planning Unit - UPRA, being this the first Plan that was built taking into account the diagnosis of the Social Organization of Property for said production chain. The National Planning Department has as its mission "to coordinate, articulate and support the short, medium and long term planning of the country..." (Decree 2189, 2017, p. 2), therefore, they are in charge of routing different planning processes throughout the nation, with the need to have an improvement in the results, where a real social impact is evidenced, in favor of a greater welfare and a better quality of life, in the framework of strengthening to the management and territorial public finances. The DNP begins to have a greater appropriation and use of information technologies in the years 2016 to 2020, in the last year, a tool that sought to guide the territorial entities to formulate development plans in a virtual environment and with articulation to different data preloaded on the platform arises, which today has mishaps and inconsistencies in the information, which highlights the need for a reform and optimization of the platform, which articulates and provides greater benefit. This is a brief example of the need for greater efficiency and effectiveness in technological tools for planning in the country. Taking into account the guidelines and efforts regarding the use and appropriation of technology becomes vital for this work, which is why an approach is required to articulate some of the technological tools and instruments of territorial public investment. This need emerges mainly from the changes that the country is having in the implementation of the programmatic classification of public expenditure and different complementary classifiers in terms of Finance and Public Credit, which generate difficulties to align the new guidelines in the planning and budgeting processes; framed in the limited political, fiscal and operational capacity of the territorial entities and that generate high dependence on the central government guidelines causing instability in the decentralization model that is legally disclosed. Data culture, in terms of the recognition of economic and social value, is a weakness that is more marked in the sixth, fifth and fourth category municipalities, so in this section we will address the case of the municipalities Quetame, Fosca, Chaguaní, Ubaque, Vianí and San Cayetano, which have weak tax structures and a low capacity to generate their own resources that does not support the level of expenditure they assume, producing a deficit in the human capital specialized in this work. This research analyzes the the implementation of the first point, "Comprehensive Rural Reform", with an emphasis on the issue of social management of rural property and land use. The methodology used was descriptive documentary research. Virtual interviews were conducted with experts and videos of interviews and presentations by academics and consultants were analysed to identify the academic and experiential point of view from people who have carried out research and implemented projects on local development issues in municipalities affected by the armed conflict. This research specifically analyzes the implementation of the first pillar of this first point, called "Social Ordering of Rural Property and Land Use", through a qualitative documentary analysis supported by geographic information from official sources and constructs knowledge about the effects of the armed conflict on local development. Based on the documentary review of the theory and regulations related to land tenure and land use planning, the implementation of the social planning of rural property, land use, and Development Plans with a Territorial Approach are analyzed in the study. In Colombia, neoliberalism emerged in the 1990s, generating an ideological change in economic and social policies, such as housing policies, which from 1991 went from being subsidy housing policies (VIS) to supply, to policies focused on demand subsidies. In this sense, this research addresses the issue of residential segregation and its relationship with VIS policies from a case study based on the analysis of VIS projects in the town of Suba Between 1991-2016. The descriptive-analytical mixed methodology was used, which uses techniques such as documentary review, observation and structured interview. Once the methods and the information analysis had been applied, it became clear that it is important to rethink for whom housing subsidies are elaborated as a primary point.
