    In the present study delivered to the National Spectrum Agency, it analyzes the value of HAAT in approximately 29 million points within Colombia, using the blank space platform developed by the Santo Tomás University for the National Spectrum Agency (ANE), in the framework of the special cooperation agreements No. 023 of 2018 and No. 064 of 2020. These HAAT data are analyzed by department and by municipality, in order to determine the percentage of the Colombian territory in certain HAAT ranges.

    A study of the number of channels available for use by TVWS in Colombia is presented based on the responses of the Blank Space Database (BDEB) of the National Spectrum Agency (ANE) configured with the ITU-based method. R p.1546-6 for 50% of the time at a frequency of 600MHz and compared with the results obtained for the same method with 1% of the time. This study consists of analyzes by department and municipalities.

    The International Telecommunications Union presented in 2017 the Information and Communications Technology Development Index (IDI - ICT Development Index) which is calculated based on 3 key factors: i) infrastructure, ii) use and iii) ICT skills in each of the countries [1], showing that the infrastructure must maintain a constant evolution to leverage the development of the other factors and achieve the right path to reduce the digital divide. In Colombia, the development of the ICT infrastructure must start from the need to attend the growing trend in the availability of communication services, driven by rapid growth in broadband, which is not being achieved in the most disadvantaged sectors of the region. population, which is why adequate government policies are required to generate ICT plans and actions aimed at the universalization of services, which together with a harmonized regulatory environment in the region, facilitate and promote new investments in ICT, thus promoting the economic growth and development in areas such as health, education, government and transportation, increasing connectivity, mobile broadband penetration and speed, ultimately generating an increase in GDP and employment and reducing the digital divide in the region. This paper presents an analysis of the policies established in Colombia that have made it possible to implement projects of social massification of internet access, seeking to reduce the great digital gap suffered by developing countries such as Colombia.

    The International Telecommunications Union published, within the Information Society Measurement Report 2017, the Information and Communication Technology Development Index (IDI - ICT Development Index) for which it takes as a basis for calculating aspects related to infrastructure, use and skills in ICT in each of the countries, showing this that the infrastructure must maintain a constant evolution to leverage the development of the other factors and in this way manage to enter the appropriate path for the reduction of the digital divide in developing countries. In Latin America, progress must be made in the generation of adequate infrastructure to continue growing in broadband services, especially through mobile technologies, which, like the world trend, far exceed broadband services over fixed networks. However, the fundamental thing from the infrastructure point of view is that, whatever the access or last-mile technology, physical integration is required through networks (backhauls, metropolitan networks, backbones and international carrier service networks). sufficiently robust, efficient in terms of information transport capacity, and safe, such as fiber optic systems, which become the great integrating medium, since by constituting New Generation Network technologies (NGN - Next Generation Network) will be able to support the convergence of multi-technologies, multi-services, and therefore, be the ideal foundation for the unbridled growth of content and use of applications. For the development of ICT infrastructure in developing countries, it is essential to have adequate government policies and, hopefully, state policies that promote ICT plans and actions aimed at the universalization of services, which if they can be executed jointly together with a harmonized regulatory environment, can facilitate and promote new investments in ICT, thus managing to boost economic growth and important advances, among others, in sectors such as health, education, justice, transportation and increase connectivity and penetration of band services high-speed broadband, to finally have a positive impact on GDP, employment and obviously reduce the digital divide in developing regions. In this work, statistics of mobile and fixed broadband services are presented worldwide, where it is possible to locate Latin America within the developing countries, making clear the dominance and growth of mobile over fixed services, but showing that this accelerated growth, without a doubt, requires all efforts to react, in terms of Convergent infrastructure and technologies, at the rate of the insatiable needs of connectivity, communication, information, mobility, data analysis, cloud computing, entertainment, among others, being this for obvious reasons, a much greater challenge for societies and / or or governments of developing and underdeveloped countries.

    The most popular pricing models used by the current cloud providers are: pay-as-you-go and subscription-based. Pay-as-you-go involves a high price per unit hour but does not require long-term commitment. The subscription-based pricing models are cheaper than pay-as-you-go in the long-term but normally require a long-term commitment and associated vendor lock-in. In this chapter, the currently employed pricing models in cloud computing are briefly described (Section 4). Advance Reservations (ARs), an efficient way to guarantee the availability of a given amount of resources for use at a specific time in the future, are studied (Section 4). Then, the concept of pay-as-you-book (Section 4), a novel manner of acquiring cloud resources in advance for future use based on ARs, is presented. Pay-as-you-book combines the main advantages presented in pay-as-you-go and subscription-based pricing models: no long-term commitment and low cost, respectively. At the end of this chapter, a case study comparing the impact of different resource allocation policies on the economies of a Virtual Cloud Provider (VCP) is developed (Section 4).

    The objective of this research project is to analyze the availability of Spectral Gaps in Television throughout the national territory, based on HAAT data and the number of channels available. These data should be consulted to the white space software platform in Colombia, developed by the INVTEL group in 2018. As a result, two technical concepts will be issued, a capacity building strategy for CTeI - academic group-, a final report of research, and a thesis of the master of telecommunications and ICT regulation. In order to achieve this objective, it is necessary to develop software tools that allow the automation of the consultation process for each of the geographical points of the country according to the necessary resolution / granularity, establish the necessary data structure for the storage of said data so that They can be processed for later visualization in heat maps. This whole process requires the development of specific skills in Mongo DB, elasticsearch, python, linux and visualization of heat maps, selecting the best way to articulate these tools for the proposed objective. In addition, knowledge of national regulation, the calculation model, and the operation of the white space software platform in Colombia is necessary to adequately analyze the current regulation and make the pertinent recommendations. The implementation of the project also seeks to strengthen the relationship, already established, with the ANE in research topics on TVWS. Giving continuity to the identification and solution of problems related to facilitating / enabling the deployment of TVWS in favor of connectivity in the regions. For this purpose, a letter of interest and participation is attached.

    According to data from the International Telecommunication Union, the information and communication technology development index shows the need to reduce the digital divide, not only between the most and least connected countries, but also within them, between its urban and rural areas, in such a way that it contributes to the achievement of the objectives of sustainable development. In Colombia for some years, work has been done on how to reduce the digital gap and although by 2018 the country has 98.6% of the existing municipalities with high-speed transport networks to the headwaters, plans for Last mile network infrastructure in small municipal seats or rural areas are only just beginning and fixed internet penetrations are very low. Therefore, and in order to find solutions with a view to continuing to reduce the digital divide that exists in the country, this study proposes to analyze the feasibility of using Broadband Power Line technology in 100% subsidized housing projects located in areas remote and of low demographic density (defined zones thus on the part of the National Government).

    LPWAN networks have been shown as the solution for the deployment of solutions IoT with low power consumption for the node and good coverage. However, the interconnection of IoT devices in LPWAN networks with IP networks has become a problem. Therefore, from IMT Atlantique they are working with organizations of standardization in the family of SCHC protocols that seek the compression of IPv6 header so that this interconnection is possible, which is reflected in a draft. This draft must be validated through experimental studies in different networks and with different applications, so that it is verified that SCHC is the solution effective and efficient as possible to the interconnection problem. For which they will have to Define different header compression rules and validate in a experimental on real implementations. The present proposal seeks to establish the compression rules that are the most beneficial in the implementation of the SCHC protocol, in an implementation environment of an environmental monitoring system composed of two IoT nodes in the Santo Tomás University on a LoRaWAN network. The project has a duration of 9 months, a total budget of $ 136,334,100 of the which $ 78,579,400 are counterpart in kind of ITM Atlantique and the developments of the CEA IoT Alliance with colciencias budget in 2017. The team consists of of 3 doctors, 2 research engineers and 2 undergraduate students. The system of environmental monitoring to be used has been developed within the Master in Telecommunications and ICT regulation with CEA

    Optimización de la ubicación de controladores en redes SDN

    Software defined networks (SDN2) introduce a paradigm that consists of the separation of the plane of control of the data plane. This separation is possible thanks to the introduction of controllers in the control plane and the forwarding devices of packages in the data plane. The controllers are responsible for the optimization of network operations, by means of the management of the operation of the devices of forwarding The presence of a single controller in an SDN not only represents a only point of failure, but it brings with it latency and scalability issues. A) Yes Well, the deployment of multiple drivers in an SDN is recommended, especially in large-scale networks or under heavy load conditions. While the multiplicity of drivers in SDN networks is a fact, the problem of their location is a subject that is currently under study by the scientific community. East problem does not have a single solution, nor model that characterizes it, since the location of the controllers in SDN networks is subject to optimization criteria (e.g. scalability, load balancing, resilience, communications delay between controllers), the network topology and the restrictions that it may impose on the controllers and the forwarding devices. To deal with this problem we have defined both exact and heuristic models. This proposal deals with the optimization of location of the controllers in WAN SDN networks. This problem will be addressed in collaboration with IMT Atlantique and will be articulated with students of the Master in Telecommunications and ICT Regulation, undergraduate in Engineering Telecommunications and the MAGNADATA seedbed.
