In the field of fiscal oversight, supreme audit institutions (SAIs) increasingly require systematized and interoperable service architectures to ensure transparency, accountability, and effective public resource control. However, existing literature reveals persistent gaps concerning how service integration models can be deployed and validated within complex government environments. This study describes an enterprise architecture-driven service integration model designed and evaluated within the Office of the General Comptroller of the Republic of Colombia (Contraloría General de la República, CGR). In Colombia, the regulation of telecommunications antenna installation significantly influences the implementation of these technologies. This study analyzes the current regulations and their impact, identifying challenges and opportunities to optimize the regulatory framework. Using a qualitative investigative methodology, technical, legal, and environmental regulations were reviewed. A comparative analysis with successful international regulations allowed for the identification of best practices applicable to Colombia. The findings indicate that, although Colombia has a robust regulatory framework, there are areas that require improvement to facilitate a more efficient and sustainable deployment of mobile networks. Challenges include the complexity and rigidity of certain legal and administrative procedures, as well as technical and environmental restrictions that may delay the implementation of new technologies. Specific recommendations are presented to optimize the regulation of antenna installation, fostering a more favorable environment for investment in telecommunications infrastructure and ensuring broad and high-quality coverage, especially in rural and remote areas. As a result, response times were reduced, improving citizen satisfaction and strengthening transparency in the public registry service provided by the Superintendency of Notaries and Registry. The exhaustive analysis of the PQRSD has made it possible to identify and correct failures in the processes, developing predictive models that facilitate the generation of relevant information to parameterize and anticipate future demand. The application of these technologies has strengthened transparency and accountability, positioning the entity as a benchmark in the provision of public services. Subsequently, three of them were chosen to identify their structure and suitability, to be the foundation for the construction of the machine learning model. After performing comparisons between these candidates, different Machine Learning models were built and their performance was compared based on metrics associated with supervised classification systems. Initially, a general review of Colombian regulations is conducted, seeking to identify the opportunities and barriers that the implementation of this initiative could present within Colombia. Subsequently, a benchmarking or regulatory comparison study of 7 countries across different parts of the globe is carried out, highlighting applied strategies, success stories, and derived issues, in order to identify possible regulatory delays. Following the regulatory study, a technical analysis is conducted to identify internet providers and storage locations of study platforms from 273 Colombian higher education institutions, in order to propose technical recommendations. Additionally, a study of the relationship between the traffic of an education platform and the total mobile network traffic is conducted, projecting the load applied after the possible implementation of the initiative. The methodology employed included the selection of a reference framework, documentation and discovery of digital assets and associated workloads for business applications, application of the reference framework, cost simulation, and result delivery. Minimum requirements for migrating services to the public cloud were identified, and the cost of implementation was evaluated from both technical and financial capabilities perspectives. The increase in the use of electronic devices in this industry has generated a significant increase in the generation of WEEE, which poses challenges in its proper management and associated environmental impacts. Through a case study in the company Serdán Telecomunicaciones and a review of specialized literature, the best practices and existing regulations in WEEE management are identified. A management process is proposed that covers the identification, treatment, temporary storage and final disposal of waste, including safety measures, personnel training and economic considerations. Additionally, a coverage review was conducted for each of these areas, revealing that they do not have mobile coverage from Providers of mobile telecommunications networks and services (PRSTM). This analysis helps PRSTM select these areas in future spectrum auctions to design networks that bring mobile connectivity to these remote parts of the country. To do this, a legal framework was set up with all the technical and operative conditions in 470 MHz and 698 MHz bands, under a broadband of 6 MHz, where a 25 Mbps broadband should be guaranteed according to the Resolution 5161 of 2017. In countries such as United States, United Kingdom, and Canada, the TVWS administration varies regarding its own regulation. In some cases, the database administration is operated by a third party or government entities. The 802.11af standard provides an international framework that fits into different TVWS regulations for those channels established under 54 MHz and 790 MHz bands, in addition to the 808.22, being a cognitive wireless regional radio standard that operates between a 6, 7, or 8 band, according to the country’s regulations. There are many reasons, on the one hand, the directly affected union (the taxis) that see in the platforms a direct competition to their service that, in principle at least, do not have the obligation to comply with all the guidelines, costs and regulations that exist for them and that, consequently, they also consider unfair competition. On the other hand, the position of the companies that own these platforms that insist that they are not transport companies, but simply belong to the line of collaborative economies, since their function only aims to facilitate the service, but this is finally provided by a third, in addition to the fact that for the same reason they do not accept to become direct employers of these operators. Finally, there are consumers who find several advantages and benefits in the provision of this new service and who, consequently, even in the face of the contrariety and de-legitimization of the proposed service, turn to request it, generating a growth in demand and with it, also a supply growth, because it invites more drivers to participate as service providers due to the undeniable opportunity to generate income in a country like Colombia where unemployment and informality present high levels. In Colombia, several attempts have already been made to regulate these platforms without finally being able to reach such regulation; The problem is not alien to other countries in which, in the same way, many still do not find points of agreement and in others, regulations have been made in search of balance between the parties, with different results and consequences. The analysis developed in this document addresses in a general way the criteria that must be considered in order to assess the importance that would have the allocate of a frequency band, based on what was identified from the review of the literature about processes developed in referential countries and the opinion of experts. Then, this work intends to be a tool for entities that are responsible for making decisions regarding the spectrum management, in such a way that they can have a tool to stablish an assessment which let compare different spectrum portions that could be include in an auction process, through a clear, complete and simple methodology, which estimates a quantitative value for the band potential. The applied methodology uses mathematical tools for multi-criteria decision-making, specifically those that refer to the application of the Analytic Hierarchy Process (AHP), which allows characterizing, in a very specific and functional way, each of the spectrum bands evaluated. Consequently, by doing direct comparisons using experts, the methodology finds a way to establish a quantitative ranking of the results of each evaluated alternative. The validation process of the methodology is carried out in the context of an upcoming frequency allocation process for the deployment of 5G technology in Colombia, after the application of the methodology, the result shows that the medium bands have a higher importance than the low bands and high bands evaluated. In accordance with the above, in recent years, investigations have been carried out on the Controller Location Problem (CPP), although there is no unique formula, for each case, it must be answered if one or more controllers is necessary in the network. The objective of this work is to carry out the tests to the studies on the CPP solution in the SDNCon project already proposed in those studies, additionally it made a comparison of the results in order to propose a new mathematical model that would include reliability conditions within the network, taking into account parameters such as cost and latency and also carried out their respective evaluation with the tools used in the project to solve the problem of the location of the controller.
