Ítem Gobernanza urbana para la construcción de confianza en la implementación de antenas de telefonía móvil en los barrios Guaimaral y Ciudad Jardín de la ciudad de Cúcuta(Universidad Santo Tomás, 2025-02-19) Villamizar Escobar, Jorge Ivan; Sorzano Rodríguez, Deisy MilenaThe research focused on participatory governance in the installation of mobile phone antennas in the Guaimaral and Ciudad Jardín neighborhoods. An exploratory-descriptive approach was used, combining both qualitative and quantitative analysis. Semi-structured interviews identified the need for greater citizen participation in urban planning. Thematic patterns were analyzed based on the data collected, and social cartography was employed to collectively represent the territory, including key symbols and locations.The study gathered recommendations on the participation of residents in antenna placement decisions and reflected on their right to influence the technological planning of their environment, considering possible negative impacts. The study concluded by emphasizing the importance of transparency and citizen collaboration to increase trust in the technology and address community concerns. It highlighted the significance of community involvement, balanced representation of opinions, and technical analysis in urban development.Ítem Red de lugares y sitios de memoria de graves violaciones a los Derechos Humanos en el conflicto armado ocurridas entre 1985 y 2016 como bien de interés cultural del distrito de Barrancabermeja(Universidad Santo Tomás, 2024-12-13) Galván Becerra, Luis Eduardo; Yáñez Moreno, Silvia MarcelaThis work identifies the network of places and memory sites related to severe human rights violations that occurred during the armed conflict between 1985 and 2016 in the district of Barrancabermeja, with the aim of promoting their declaration as cultural heritage. Through a participatory approach, it recognizes territorial markers resulting from human rights violations and community processes of resistance, remembrance, and tribute to the victims. It also identifies territories where communities bear witness to their history and construct collective cultural references. The study, which is descriptive, analytical, and qualitative in nature, was based on a documentary review of regulations, public policies, and historical memory archives concerning violence in the armed conflict. It also analyzed the discourses on political and symbolic meanings, as well as the senses and cultural identity of those who exercise leadership in social organizations, human rights groups, and victims who identify as memory entrepreneurs in the region. Finally, a spatial mapping of the places and memory sites is carried out, outlining a trajectory within the urban framework of Barrancabermeja, and recommendations are proposed for the preservation, functioning, and sustainability of the memory sites that constitute the network in the district of Barrancabermeja.Ítem Propuesta de estrategias de articulación entre el POMCA río medio y bajo Suárez con el Esquema de Ordenamiento Territorial de Barichara, Santander(Universidad Santo Tomás, 2024-11-21) Muñoz Velandia, María Fernanda; Ramírez Rincón, María AlexandraThe present study is structured on the basis of the problem that corresponds to the lack of articulation between the Planning and Management Plan for Hydrographic Basins (POMCA) and the Territorial Planning Scheme (EOT) in the municipality of Barichara, Santander, which represents a challenge for territorial planning, land use and planning of hydrographic zones, for the good performance of the basins, the development, growth and expansion of the municipality, which generates problems in making aligned decisions and its implementation, aggravated by the lack of coordination between institutions and key actors. This characterization has generated divisions between the built components and the natural one, generating phenomena such as the loss of biodiversity, deterioration of the environment, lack and inexistence of areas for use by the population, actors, important in the conformation and experience of current cities. , decreasing the habitability of these; Being known that the population uses and lives public spaces in their daily lives, these facilitate the ability to develop as people and as a society, this being the importance of recovering them and repowering the existing ones, improving their characteristics on different scales, adapting them to the current conditions through specific interventions, thus allowing the people who inhabit them to take ownership of them. Based on a comprehensive territorial diagnosis, areas requiring protection and regulation have been identified and delimited. These new delimitations are grounded in a detailed analysis using Geographic Information Systems (GIS) tools, field studies, community surveys, and a robust regulatory framework. Additionally, the project addresses existing protection areas that have already been delimited and regulated at national and regional levels. Although these areas have specific management plans, the project's approach has been to locate and delimit the portion specifically corresponding to the municipality of Charalá, excluding sections that encompass other municipalities. This distinction is crucial to avoid confusion and provides a clearer and more precise view of the specific territory of Charalá. Following delimitation, the project incorporates the existing regulations of these areas into the municipal framework, ensuring that territorial management is consistent and effective at both local and regional levels. Thus, the proposed territorial management model aims not only to conserve the natural environment but also to harmonize existing conservation policies with new local initiatives, promoting sustainable territorial development adapted to the specific realities of the municipality. This integrated approach highlights the importance of coordinating environmental protection with local and regional development needs, providing a reference for future territorial planning initiatives in regions facing similar challenges.Ítem Elementos de representación social de las comunidades locales en la vereda La Barrialosa, Mesetas (Colombia), y su influencia en el modelo de ocupación del territorio.(Universidad Santo Tomás, 2024-08-05) Romero Ramirez, Katty del Pilar; Romero Novoa, Jorge AlessandriThe objective of this research is to analyze the elements of social representation that influence the occupation of the land by the inhabitants of La Barrialosa in the municipality of Mesetas (Colombia). An analysis is made of the economic and cultural factors that influence the participation of local communities in the adjustment of planning, management, and land use instruments. Within the methodological postulates, it is highlighted that dense description is a methodological approach used mainly in anthropology and social sciences to examine the cultural practices of a society. As a first step, the problem of the occupation of the territory in Colombia is presented and the importance of studying the participation of local communities in this process as a base context that introduces the reality of the territory of Metense. Through detailed research, it seeks to understand the mechanisms by which these elements of social representation contribute to modifying the current occupation model in La Barrialosa, an area marked by its history of armed conflict and its socioeconomic and environmental challenges. In the first elements, the importance of identifying the environmental planning and management instruments that reflect the territorial occupation model of La Barrialosa is addressed. This involves a detailed analysis of the environmental determinants that form the basis for the sustainable development of the region. Existing land use plans, regulatory frameworks, and public policies are examined, assessing how these instruments integrate or ignore the social and cultural dynamics of the community. It highlights the relevance of including local communities in planning processes, recognizing their traditional knowledge and cultural practices as essential elements for the sustainable management of natural resources and the conservation of the environment. In a second section, the elements of social representation and cultural appropriation of the territory are focused, exploring how the perceptions, values and practices of the La Barrialosa community are intertwined with environmental and socioeconomic factors. Through citizen participation and social mapping exercises, the complex relationships that the community establishes with its environment are revealed, identifying places of cultural importance, areas of conflict and priority conservation spaces. This analysis allows us to better understand the dynamics of land occupation and the challenges faced by the community in its relationship with the environment and socio-economic development. Finally, the articulation of planning, management and land use instruments in the context of Decree 1232 of 2020 is analyzed, with a particular focus on communities affected by the armed conflict. It examines how these instruments can be adjusted or reformulated to effectively incorporate the needs and expectations of local communities, promoting territorial management that favours peace, reconciliation and sustainable development. This study is based on concepts and trends related to the dynamics of urban development of a metropolitan nature with regional influence, connectivity and sustainable environmental protection. Caso de estudio Puerto López Meta.(Universidad Santo Tomás, 2024-03-12) Rios Hormiga, Gerardo Rios; Anaya Estévez, Sergio AlonsoFloods constitute the most recurrent socio-natural phenomenon in the Colombian territory, gaining significant importance starting from the La Niña phenomenon in 2010-2011, which affected over 60% of the municipalities. This scenario underscores the pressing need to examine in greater detail the proposed methodologies to understand the behavior of rivers and flooding phenomena. In the context of this thesis, two methodological approaches are addressed to obtain zoning for urban flood threats in the municipality of Puerto López, Meta. One of these approaches is the hydraulic methodological analysis, a deterministic and mathematical method that seeks to understand how a flow behaves with a certain return period in the channel. The second approach is the historical geomorphological heuristic method, aimed at analyzing fluvial dynamics over time through the interpretation of satellite images and digital models. The main objective of this work is to complement both methodological approaches and subsequently relate them through a correlation matrix. This resulted in a hydro-geomorphological analysis model that can not only be replicated in other municipalities but also emerges as a valuable tool for territorial planning to understand flooding phenomena and their evolution in both spatial and temporal terms, facilitating the identification of reliable and safe areas for urban expansion.Ítem Recomendaciones y estrategias para la implementación del catastro multipropósito en la planificación municipal del territorio. El caso de San Juan del Cesar – La Guajira(Universidad Santo Tomás, 2023-11-23) Castillo Hernández, Jennifer Carlene; Mosquera Téllez, JemayIn Colombia, property information and its processing face great challenges: outdated and redundant data, institutional disarticulation, technological and infrastructure backwardness, knowledge deficit, low citizen participation and limited access to information impede the optimal quality of cadastral management. According to the above, the objectives of this work were oriented to the definition of recommendations for the implementation of the multipurpose cadastre in the municipal territorial planning for the municipality of San Juan del Cesar, La Guajira. For this purpose, the work was based on a quantitative and cross-sectional approach, which allows evaluating, comparing, interpreting, establishing precedents and determining causality and its implications. First, the conceptual, trend and normative approaches on multipurpose cadastre and its contribution to land use planning were identified. Then, the diagnosis and valuation of the study area was established, based on open data from the Agustín Codazzi Geographic Institute. Later, the current cadastral information was contrasted with the requirements of the multipurpose cadastre model in the area under study. Finally, pertinent recommendations were formulated for the implementation of the multipurpose cadastre in the study area, integrating various aspects and components of the cadastral processes, contemplating its updates in the LADM model, and assessing its possible economic, social and environmental impacts. The results revealed that the municipality of San Juan del Cesar has all the potential to develop a multisectoral planning based on the updated property information resulting from the Massive Property Survey within the framework of the POSPR and the public policy of the multipurpose cadastre.Ítem LA CORANOMIA. The objective of this research work is to issue a criterion on the relevance of the theoretical model of coronomy as an integral method to be valued in the study of planning and management of territories in the Colombian context. The analysis is theoretical-qualitative and focuses on three phases that correspond to the specific objectives set. The first phase contextualizes a referential framework of the bases where the territorial ordering system in Colombia is based and a conceptual framework is proposed prior to introducing the coranomic model; Next, the analysis of the structure and grammar of the theoretical model of coranomia is deepened. The second phase establishes a comparative matrix based on law 388 of 1997, 1454 of 2011 and the theoretical model of coranomia. The third phase applies the rules and principles of the coranomic method that explain the logic of transformation of the coranemas selected in the case. Thus, the results showed the limitations of the planning system in Colombia compared to a coronomy model that responds to an integral method as a systematic tool for the study of land planning and management. Case study: Páramo de Santurbán Regional Natural Park. Description: The present investigative document had the objective of formulating strategic guidelines according to the needs to prevent possible conflicts associated with the application of ordering instruments of the Páramo de Santurbán Regional Natural Park PNRPS jurisdiction of the Regional Autonomous Corporation for the Defense of the Bucaramanga Plateau CDMB. To achieve this, it was proposed to characterize the territorial and environmental planning instruments applicable to the PNRPS CDMB jurisdiction and determine the possible conflicts derived from the relationship between said instruments. Finally, it was proposed to propose strategies that allow the articulation between the instruments of territorial planning and environmental planning for the case study. Methodologically, it was a descriptive study with a qualitative approach which allows to approach the study of reality in its natural state. In terms of results, the study allowed to demonstrate the fundamental axes that problematize the issue, namely, ambiguity in the application of the norm, conflicts of resource extraction, contamination of the area, property conflicts, outdated municipal instruments and lack of articulation between actors. In this regard, the proposal is made up of lines of action and strategic tools for socio-environmental transformation that have been consolidated by means of technical files that contain a spatial description, impact on the area, unit or length of the proposed area, and institutions that can intervene in its administration. and its operation. The applied methodological process of a documentary nature had a quantitative and deductive approach of an explanatory type that began with an analysis of bibliographical references on the use of green infrastructure in territorial planning and a normative analysis to find legal gaps. Next, the territorial diagnosis of the town of Suba was carried out based on socio-environmental indicators and the crossing of risk variables, urban treatments and coverage analysis in the defined area, which resulted in the bases for the formulation of the proposal of an Urban Biodiversity District represented in a cartography built by means of geographic information tools.Ítem Estrategia de desarrollo rural para el ordenamiento territorial del centro poblado de San Isidro, San Cayetano, Área metropolitana de Cúcuta(Universidad Santo Tomás, 2022-05-31) Esteban Acevedo, Angélica; Mosquera Téllez, Jemay; Universidad Santo TomásIn the context of land use planning, the EOT does not include intermediate planning instruments that potentiate the development of rural land and that allow the definition of infrastructure networks within the framework of the main ecological structure and productive activities. In accordance with the above, the objectives of this work were oriented to the definition of a rural development strategy for the San Isidro town center, based on a rural planning unit that allows to potentiate the rural development of the municipality of San Cayetano, North of Santander. To do this, the work was based on a descriptive methodological approach, represented in a documentary case study that allows sequentially addressing aspects of characterization, analysis and synthesis. In the first place, theories, concepts and norms associated with development with a rural approach were identified that most influence the formulation of a rural planning unit in metropolitan contexts. Then, good practices were examined through international and national case studies that made it possible to reveal trends in the management of rural territories in metropolitan settings. Later, the territorial dynamics of the Metropolitan Area of Cúcuta, the municipality of San Cayetano and the San Isidro town center were analyzed by collecting secondary information and applying Geographic Information Systems. Finally, a territorial occupation strategy was proposed, represented in a rural planning unit for the San Isidro town center, San Cayetano municipality. In other words, a strip of variable thickness that surrounds the urban area and within which a conglomerate of full and empty spaces, built and unbuilt, occurs; an area where the organization and uses of the land destined for different purposes still presents many ambiguities and multiple directions in the processes of territorial ordering that lead to the loss of the implicit qualities of a territory that amalgamates elements typical of the urban area and the rural area. In this order of ideas, the research concentrates on a specific situation: the safeguarding and sustainable development of the peri-urban areas of the urban area of Piedecuesta (Santander) without forgetting their integration with the existing urban fabric, concentrating specifically on its northern margin as the main case study. The process starts from an approximate approach to the peri-urban territory of the city that goes from the general to the particular in order to obtain elements of judgment that support the consequent analysis of the current reality of the northern margin. That is why the research work produces a set of questions, that must be answered about what is a cultural good, and the definition for these cultural goods, that are generally conserved, restored and defended, and they must be seen by the public, with no economical charge, or fees. Upon this category, it is found the called “tangible heritage”, that is composed by landscapes, where Urbanism and Architecture get inside the game. In addition, they are included in this category, archaeological and geological sites, artworks, and furniture, industrial patrimony and some development in agricultural and forest areas, that sometimes they are located in the suburban areas. (Jiménez-Herrero 2018). In this order of ideas, the research is focused on a specific site and with clear objectives; defend, recover and develop the peripherical areas of Barichara, in Santander, without forgetting the relation with the urban and historical Group, the Society. Thus, it is carried out a work to know, to evaluate the actual state of the territory that borders on the old town , to interpret the society expectations , and recognize the effectiveness of the current regulations, in order to cement the construction of innovative guidelines, that solve the problems , in this place. The process starts with an approximative approach, that goes from a general concept to a particular one, in order to get judgement elements, that after a consequent depuration, they change in lines and guides to recover, to create, and to order the peripheric territory, to satisfy the urban specific needs. Undoubtedly, a phenomenon that leads to many arguments and that on several occasions is handled with a language of unequal points of view, in large subjective parts, typical of the actors and the disciplines involved in the subject. This is the case of the border between Colombia and Venezuela, specifically in the northeastern margin of the Norte de Santander Department. This degree work initially focuses on identifying the main components that dynamize the mobility, physical-built and environmental aspects of the territory, then interpreting their configuration schemes. Subsequently, reference is made to the informal dynamics between neighboring countries given through some shortcuts mentioned "trails", elements that make up a permeable border in this territory. The methodology used to characterize the activity of final disposal of solid waste begins with the presentation of this as a planning and management tool of the territory and then proceed with its link to the Territorial Order. It was built from a theoretical framework that includes research, technical advances, and an evaluation of advances in public policies, instruments, and institutions promoting sustainable development, about the activity of final disposal of solid waste. The regulations and technical and environmental requirements in Colombia were identified for the metropolitan scale, under which the final disposal of solid waste is developed. The Metropolitan Area of Bucaramanga and its current place of final disposal of solid waste are taken as a case study: “El Carrasco” landfill, determining its current state, historical evolution, and impact. As a result of the above, the territorial characteristics for the final disposal of solid waste are defined by the existing demands, projected for the social structure and the environmental system of the Metropolitan Area of Bucaramanga.Ítem Zonificación ambiental del territorio para regular las transformaciones de las condiciones naturales en la microcuenca de la quebrada Curití(Universidad Santo Tomás, 2021-02-03) Ramírez Ordoñez, Yuleimy; Vargas Tangua, Frank CarlosThe purpose of the Environmental Zoning of the Curití Microbasin is to propose a adequate territory that regulates anthropogenic transformations based on the recognition of the dynamics that take place there. It was carried out following the zoning methodology defined in the POMCAS Guide, issued by the Ministry of Environment and Sustainable Development in 2014. Initially, the biotic, abiotic and socioeconomic components were studied, later spatial analysis was carried out using Arcgis 10.2, a Through the superposition and reclassification of thematic layers and finally, the categories of conservation and protection management and multiple use of the territory were determined. at 1: 30,000 scale. The results allow us to recognize the dynamics of territorial occupation, where a limited supply of environmental goods and services prevails and, in contrast, a demand for them that is increasing every time. Based on this, the proposed zoning contemplates a sustainable planning model, where the existing natural elements can be strengthened, in such a way that it guarantees conditions for the development of life and species, and a land use where the activities promoting the local economy, are pertinent, considering the vocation of the territory.
