This research aims to design a methodology to determine the most appropriate operating mode for a traffic signal system in urban corridors, using Avenida Calle 80 between Carrera 112 and Carrera 120 in Bogotá D.C. as a case study. The study arises from the need to improve traffic management in areas with high vehicular demand, public transport, freight transport, pedestrians, and cyclists, where traditional traffic signal schemes may be insufficient to respond to traffic variability. The research included the characterization of the current traffic signal system, the analysis of the physical and operational conditions of the corridor, and the evaluation of indicators such as saturation, demand variability, road safety, and coordination between intersections. Subsequently, a five-step methodology was applied to assign traffic signal operating modes, including fixed-time, actuated, responsive, and adaptive control, according to the actual conditions of each intersection. Additionally, a microscopic traffic simulation was developed for both the current and optimized scenarios in order to compare the operational performance of the corridor. The results show that traffic signal optimization improves the average network speed, reduces delays, strengthens coordination between intersections, and increases the efficiency of vehicular flow processing. Therefore, the proposed methodology represents a useful technical tool to support decision-making in urban traffic signal management and may be replicated in other corridors with similar characteristics.

The road network in Colombia forms the essential foundation for urban development, enabling accessibility, sanitation, water management, energy distribution, and communications, among other aspects. In this regard, the core networks for transportation and services—such as roads, potable water, sewage, electricity, gas, and telephony—support the movement of people, the supply of goods, the provision of basic utilities, gas transport, and the disposal of urban waste (Departamento Nacional de Planeación [DNP], 2013). Nevertheless, the progress of road infrastructure projects nationwide has encountered numerous hurdles that have delayed their completion, adversely affecting the modernization of the country's highway system. In response to this situation, the government enacted reforms to transportation projects through Law 1682 (2013), a pivotal step given Colombia's substantial lag in infrastructure compared to other countries. The nation ranks 85th in overall infrastructure quality and 124th in road quality out of 144 countries (Ley 1682, 2013). This legislation creates a regulatory framework that equips the sector with tools to address the country's evident infrastructure shortfall, fostering the construction and upkeep of a modern, efficient transportation network. The enactment of Law 1682 of 2013 lays the groundwork to consolidate scattered regulations, eliminate unnecessary procedures, enhance project preparation, reduce legal disputes, and build a stronger institutional framework to lead infrastructure works across all transport modes. Its implementation in projects featuring urban segments—such as Bogotá's North Exit (Phase II) and the Bogotá-Girardot Third Lane—presents challenges in execution, with the following priorities standing out: • Upgrading physical and technological infrastructure on highways. • “Better mobility for all.” • Integrated monitoring, communications, and citizen service system (Command and Control Center). Therefore, it is critical to implement the Infrastructure Law in Public-Private Partnerships (PPPs) with urban stretches, providing mechanisms to overcome key bottlenecks that have hindered the speed and feasibility of these transport projects: land acquisition, environmental licenses, mining permits, and public utility connections, among others.

Road infrastructure in Colombia faces significant challenges, particularly in the construction and maintenance of the tertiary road network, which is essential for connectivity and the economic development of rural areas. In this context, the Building Information Modeling (BIM) methodology emerges as an innovative alternative that enhances planning, simulation, budgeting, and risk management in infrastructure projects. This research project focuses on the application of BIM principles in the construction of the tertiary road El Paraíso, located in the municipality of La Jagua del Pilar – La Guajira, with the purpose of demonstrating its effectiveness as a technical and strategic tool for the planning and control of road works. Through a case study, 3D models and 4D–5D simulations were developed to compare the conventional project execution method with the BIM-based approach, showing an average reduction of 16.7% in execution time and 10% in direct costs. Additionally, semi-structured interviews were conducted with experts in infrastructure and BIM management, whose insights supported the applicability of the methodology, highlighting its potential to improve data traceability, optimize resources, and strengthen preventive risk management. The findings confirm that the BIM methodology constitutes an effective tool for the integrated management of road infrastructure projects, especially in contexts with limited technical and financial resources. Its implementation fosters interoperability among stakeholders, informed decision-making, and the sustainability of public investments. In conclusion, the application of BIM in rural tertiary roads represents a significant contribution to improving efficiency, transparency, and strategic planning in Colombia’s road infrastructure sector.

This thesis examines the use of artificial intelligence (AI) for damage detection in road infrastructure in Colombia, with the aim of evaluating the effectiveness of AI in the maintenance and management of the country's roads. To achieve this, methods such as literature review, analysis of the Colombian context, comparison of global findings, and cost-benefit analysis with specific strategic recommendations were employed. The results revealed that AI, particularly through neural networks and computer vision technologies, can significantly improve the accuracy and efficiency of damage identification in pavements, overcoming the limitations of traditional methods such as visual inspections. These findings are significant because they indicate that the implementation of AI could transform road management in Colombia, optimizing resources, reducing operational costs, and improving road safety. Finally, it is concluded that the integration of AI in road interventions is feasible and highly promising, especially in the early detection of damage and the optimization of resource allocation. These results have implications for public policy formulation and road infrastructure maintenance in Colombia, highlighting the need for training and technological adaptation, as well as a suitable regulatory framework to ensure the success of this implementation.

This work presents the design and evaluation of a modified asphalt mixture based on natural asphaltite with the incorporation of slow-breaking cationic emulsion (CRL), lime, and cement. The goal is to develop a more resistant and environmentally sustainable road solution compared to traditional mixtures. Initially, it was characterized using the extraction method INV E-732-13, obtaining asphalt contents of 10.7%, 10.8%, and 11.2%. Based on these results, mixtures were designed with different percentages of CRL emulsion (3% to 7%) and stone aggregates, adjusting the granulometric curve according to INVIAS specifications. The determination of the optimal emulsion content (6%) was carried out through the immersion-compression test (INV E-622-13), resulting in a preserved resistance of 76.03%, meeting the requirements of Table 442P-12 of the INVIAS specifications. Subsequently, different proportions of lime and cement were incorporated as stabilizers, evaluating their effect through the indirect tensile test (INV E-725-13) to analyze resistance to moisture. The mixture with 6% emulsion and 1.5% lime achieved the best results in terms of cohesion and compressive strength, meeting the required preserved resistance index according to current regulations. This research demonstrates that the combined addition of lime improves the mechanical resistance properties of the mixture under humid conditions. It concludes that this formulation represents a technical alternative for road infrastructure in areas where the exploitation of asphaltite is feasible, contributing to the sustainability of projects and the use of local materials.

(Universidad Santo Tomás, 2025-01-27) Ardila Barrera, Juan Carlos; González Palacios, Sergio Miguel; Universidad Santo Tomás
Proposal for the improvement of vehicular mobility in the UPZ 85 Bosa Centro with the development of the road reserve and improvements in the traffic light cycles, originates from the great congestion at peak demand hours and the growth of the city of Bogotá, in the last 36 years no new road infrastructure had been built to allow the exit and entry of the UPZ, but until the construction of the extension of the Av. Ciudad de Cali to Av. San Bernardino, however, in the southeast of the UPZ the congestion at peak hours does not change for vehicles that need to go to the south and east of the city, this is due to the changes in the road section of Av. However, the district and the municipality of Soacha have a road reserve with the objective of consolidating and articulating the city. Based on these areas, four scenarios were proposed where an integral solution was determined for the scenarios, reducing the maximum queue lengths at intersections and optimizing service levels.

The accelerated growth of cities, as well as of the population, increases in parallel the demand for resources to meet the needs of housing, work, recreation, among others, which require a good transportation system. Although the Ministry of the Environment, together with the Ministry of Transportation, is currently making more intrusive allusions to green infrastructure and the modes of transportation to which we must migrate for a more sustainable environment, we cannot leave aside the systems that we already have to move from one place to another and that require urgent attention for their maintenance and rehabilitation. In this sense, this document will deal with the proposal to make a new use of materials that have already completed their first life cycle, as it has been done since the 50's in Europe and North America; applied to our region with special characteristics due to its climatic behavior. It should be noted that this is not the first study carried out in the country, and that scale applications have already been carried out on roads in the cities of Bogota, Medellin and San Andres in order to evaluate their behavior; however, the scope of the proposal is to contribute to the bibliography of this technology for a cold mix added with virgin aggregates and for use as a wearing course, different from the studies mainly carried out on hot mixes.

The research, focused on risk management in the planning of road infrastructure projects, specifically in the context of mass public transportation systems such as Transmilenio in Bogotá, has yielded significant conclusions. The initial objectives were comprehensively addressed, providing comprehensive methodological guidance for risk management in the initial stages of similar projects. The identification of intrinsic complexity in massive projects, evidenced in the analysis of Transmilenio trunk contracts, highlighting the need to manage technical complexity from the initial phases. The extended duration of contracts underlines the importance of initiative-taking risk management. The variation in contractual deadlines highlights the need to manage changes in project requirements to avoid negative impacts on schedules, highlighting adaptability as essential. The detailed analysis of seven critical aspects in Transmilenio trunk contracts reveals the importance of effectively managing project complexity, deadline extensions, changes in scope, feasibility evaluations, financial commitments, operating conditions, and execution times. The risk matrix developed provides a practical tool for the identification and mitigation of specific risks. Therefore, a methodology is proposed based on the guidelines of the PMBOK seventh edition (PMI, 2021), the standard for risk management in portfolios, programs and projects (PMI 2022), NTC 31010 (ICONTEC, 2019) and the guide for the risk management process in rapid renovation projects, Molenaar, et al (2014), this methodology for the accurate identification of risks during initial phases. This methodology, supported by detailed contract analysis, offers an applicable approach for effective risk management in road infrastructure projects.

This analysis was carried out based on the consultation of secondary information and is supported by the application of a random survey focused on the Molinos Station and Portal Usme with which it was possible to characterize the population and identify the socioeconomic conditions that determine the modal choice of transport. Based on the information collected and analyzed, two support route options are proposed for the 3-2 power line that goes from Santa Librada to Portal de Usme, which will have shorter travel times, positively impacting users and improving the operating conditions of the service system.
